(3) Regarding the development and construction mode of Yangguangdao, we think that the district committee and government should make two preparations. In the case that the overall investment promotion may be unfavorable, we can consider adopting the idea of investment promotion and development in different functional areas under the leadership of the government. The overall investment promotion of Yangguangdao is conducive to the overall control of the planning and design style, and the government's financial pressure is low, but at the same time it can't avoid two thorny problems: First, it requires a single developer to have very high enterprise strength and capital investment intensity; Second, the overall transfer of Yangguangdao (about 9,000 mu) is contrary to the current national and local land policies. If the land is listed and sold in stages, the government cannot guarantee one-to-one land supply, and there is a hidden danger that many developers will withdraw from the market separately. Therefore, it is suggested that the government invest in the construction of infrastructure such as land acquisition, demolition, land consolidation and roads in Yangguang Island, and then attract investment in strict accordance with the overall plan to develop functional areas. It is planned to divide Yangguangdao into three regions: east, middle and west. Each area includes theme public construction projects and supporting real estate projects. Through overall planning and careful calculation, according to the industrial nature of the region, choose advantageous enterprises to settle in and develop. The advantage of this method is that it does not conflict with the current laws and regulations, and it can quickly establish the development image of Yangguangdao. Its disadvantage is that the government's early investment pressure is relatively large and it needs more abundant funds.
(4) Actively strive for relevant preferential policies for the development of Yangguangdao. One suggestion is to ask the municipal government to adjust the upper limit of the land area of Yangguangdao from 300 mu to 1000-3000 mu, allowing the district government to list a large amount of land according to functional areas, so as to facilitate the overall promotion of Yangguangdao project. Second, strive for the municipal government to continue to enjoy the preferential policies agreed by the municipal government when Haichang is the owner, and reduce the land transfer fee and supporting fee for the municipal part of Yangguangdao Project. Thirdly, in order to promote the investment attraction of Yangguangdao and ensure the revenue of the land government, it is suggested that the municipal government strive for the Yangguangdao Management Committee to reserve the land at the district level. The fourth reason is that Yangguangdao has undertaken the resettlement task of more than 7,000 residents moving out of the island. According to the principle of "moving out, staying stable and getting rich step by step", it is suggested that the district committee and district government strive to incorporate the overall development of Yangguangdao into the major construction projects following the Three Gorges Project, strive for special construction funds for immigrants, and balance the investment in the construction of new immigrant areas and infrastructure projects outside the island.
