The standard of medical assistance shall be determined and published by the people's governments at or above the county level according to the level of economic and social development and the situation of medical assistance funds. Thirtieth applications for medical assistance shall be submitted to the township people's governments and sub-district offices, and shall be examined and approved by the civil affairs departments of the people's governments at the county level. Thirty-first people's governments at or above the county level shall establish and improve the medical expenses settlement mechanism linking medical assistance with basic medical insurance and serious illness insurance, and provide convenient services for medical assistance recipients.
