Support the relocation and transformation of enterprises in urban areas (including science and technology industrial parks) that meet the conditions for withdrawal, gather in industrial parks as soon as possible, optimize industrial layout, further reduce industrial emissions in urban areas, and promote urban environmental improvement.
Three. Policy measures
(a) for the enterprises that withdraw from the city with transferable original land, if they withdraw from the city according to the plan approved by the leading group for the relocation and transformation of county industrial enterprises (hereinafter referred to as the leading group) and vacate the land as agreed, they will be compensated according to 60% of the total land transfer price. Compensation expenses include land and buildings (structures) on the ground. , and no additional funds will be accrued (in case of extreme special circumstances, the total amount of funds exceeds 40% of the total price, and the excess will be deducted from the enterprise compensation).
Enterprises that quit the city use state-owned construction land and lease collective construction land at the same time. If the collective construction land leased before 2009 meets the transfer conditions, the county natural resources and planning bureau will levy it according to law and then list it for transfer, and compensate the enterprise according to 50% of the total land transfer price.
If an enterprise that withdraws from the city and does not involve land transfer withdraws from the city according to the plan approved by the leading group, only its above-ground buildings (structures) and machinery and equipment will be evaluated, and compensation will be given according to the 30% increase in the evaluation price.
(two) to encourage enterprises in science and technology industrial parks to leave the city for relocation, transformation and upgrading. If the normal production and operation enterprises implement the transformation of withdrawing from the market, complete the withdrawal of the market according to the approved plan, and vacate the land according to the agreement, the leading group will make compensation according to the overall social contribution of the enterprise in the past three years, 60%, 55%, 50% and 45% of the total land transfer price respectively (the compensation expenses include compensation expenses such as land and overground buildings, and there will be no other compensation expenses).
Enterprises that have made extremely low social contribution and have not put into production will implement the transformation of returning to the city, and the land acquired by means of transfer will be compensated according to the current benchmark land price standard, and the above-ground buildings (structures) and machinery and equipment will be compensated according to 30% of the evaluation price.
Public welfare land such as roads and green spaces in science and technology industrial parks, when enterprises set up factories, they have invested in land expropriation, and when enterprises return to the city, they are not included in public welfare land such as roads and green spaces, and the compensation for land expropriation is charged by the county finance from the land transfer income.
Before the enterprise completes its exit as planned, it should report the transformation plan of exiting the city and apply for the policy of exiting the city. After the leading group approves the transformation plan, it is necessary to sign the land purchasing and storage agreement with the county natural resources and planning bureau in time, and deliver the land according to the agreed time. If the land delivery is delayed for more than one year, the total compensation of the enterprise will be reduced by 10%. If the land delivery is delayed for more than two years, the total compensation of the enterprise will be reduced by 20%; If the land delivery is delayed for more than three years, the compensation policy for urban transformation will no longer be enjoyed.
(III) Implement preferential tax policies for enterprise relocation and relevant policies of the State Council, provincial and municipal governments on reducing the cost of enterprises in the real economy, actively strive for special funds related to strategic emerging industries, industrial transformation and upgrading and the development of small and medium-sized enterprises set up by provincial and municipal finance, and support enterprises to retreat from the city.
(4) Give priority to ensuring land demand. Give priority to the declaration of enterprise relocation and transformation projects, and incorporate them into provincial and municipal key construction projects. Make full use of the policy of linking the increase and decrease of urban and rural construction land, tilt the annual land use index to the project of withdrawing from the city, and give priority to the land use index.
(5) Revitalize land resources. Before the development and utilization of the site of the enterprise that has retired from the city, the relevant responsible subjects shall conduct site environmental investigation and risk assessment. Delisting enterprises should implement the delisting plan, go through the examination and approval procedures as required, use delisting transformation to realize transformation and upgrading, improve the competitiveness of enterprises, and realize timely, legal and smooth delisting.
(10) Strengthen supervision. County Commission for Discipline Inspection and Supervision Bureau shall supervise the service enterprises of relevant units; The county audit bureau and the county finance bureau should strengthen the supervision and inspection of the use of the city's withdrawal funds to ensure that the compensation funds are earmarked.
