The issuance funds are managed by the People's Bank of China in a unified way, and the distribution of the issuance funds is the responsibility of the general bank, sub-banks, central sub-banks and sub-banks step by step. The allocation of issuance funds is the preparation of currency issuance and the allocation of issuance funds between issuing banks. The principle of "appropriate concentration, reasonable control and flexible distribution" shall be applied to the distribution of issuance funds. Proper concentration means that a considerable part of the issuing banks within their jurisdiction are deposited in provincial branches and central branches to cope with the sudden shortage of cash investment within their jurisdiction. Reasonable control is to arrange the issuance funds in the issuance library suitable for cash delivery. Flexible allocation is to use the regional differences and time differences of cash investment to meet the needs of cash investment to the maximum extent with limited issued funds. The distribution of issuance funds must first prepare an issuance fund plan. The distribution plan of issuance funds includes the inventory of primary and secondary currencies, the quantity and time of transfer-in or transfer-out of issuance funds, and the basis for transfer-in and transfer-out of issuance funds. The allocation of issuing funds shall be handled by the transfer order issued by the superior issuing library, and the transfer-in and transfer-out procedures shall be handled in detail according to the transfer order.
