3. There is a place to meet the needs of lottery sales.

4. No criminal punishment record and bad commercial credit record in the past five years.

Where a lottery issuer applies for changing the lottery variety rules, distribution methods and distribution scope, it shall apply to the financial department of the State Council, and submit the relevant materials for the change with the approval of the civil affairs department of the State Council or the sports administrative department of the State Council. The financial department of the State Council shall, within 45 working days from the date of accepting the application, review the application and make a written decision.
