(1) traditional oral literature and the language as its carrier;
(2) Traditional arts, calligraphy, music, dance, drama, folk art and acrobatics;
(3) Traditional skills, medicine and calendars;
(4) Traditional etiquette, festivals and other folk customs;
(5) Traditional sports and entertainment;
(6) Other intangible cultural heritage.
Objects and places that are part of intangible cultural heritage are all cultural relics, and the relevant provisions of laws and regulations on the protection of cultural relics shall be observed. Article 4 The protection and preservation of intangible cultural heritage shall adhere to the principles of government leading, social participation, protection first, rescue first, rational utilization and inheritance and development, and pay attention to authenticity, integrity and inheritance. Article 5 The municipal and county (district) people's governments shall incorporate the protection and preservation of intangible cultural heritage into the special plan for the development of public cultural undertakings at the corresponding level, establish a coordination mechanism for intangible cultural heritage, strengthen the construction of intangible cultural heritage protection institutions and professional teams, and include the protection and preservation funds in the fiscal budget at the corresponding level. Article 6 The municipal and county (district) cultural administrative departments shall be responsible for the organization, coordination, supervision and management of the protection and preservation of intangible cultural heritage within their respective administrative areas.
Other relevant departments of the municipal and county (District) people's governments shall, within the scope of their respective duties, do a good job in the protection and preservation of intangible cultural heritage.
The township (town) people's government and sub-district offices (communities) shall cooperate with the county (district) cultural administrative departments to do a good job in the protection and preservation of intangible cultural heritage.
The community and villagers' committee shall assist in the protection of intangible cultural heritage, and the cultural administrative department of the county (district) shall give guidance and support. Seventh city and county (District) people's governments should strengthen the publicity and education of intangible cultural heritage protection, and cultivate the awareness of intangible cultural heritage protection in the whole society.
Radio, television, newspapers, Internet and other news media should publicize the representative projects of intangible cultural heritage and popularize the knowledge of intangible cultural heritage. Article 8 Citizens, legal persons and other organizations are encouraged and supported to participate in the protection of intangible cultural heritage through collection, exhibition, donation, funding, voluntary service, establishment of protection funds and development of cultural products.
Organizations and individuals that have made outstanding contributions to the protection of intangible cultural heritage shall be commended and rewarded in accordance with relevant regulations. Chapter II Investigation and Declaration Article 9 The people's governments of cities and counties (districts) shall organize the investigation of intangible cultural heritage according to the needs of the protection and preservation of intangible cultural heritage.
City and county (District) cultural administrative departments are responsible for the investigation of intangible cultural heritage within their respective administrative areas, and fully grasp its types, quantity, distribution, living environment and protection status. Other relevant departments may investigate the intangible cultural heritage within their scope of work. Article 10 When investigating the intangible cultural heritage, the municipal, county (district) cultural administrative departments and other relevant departments shall collect the representative objects that are part of the intangible cultural heritage, sort out the data obtained from the investigation, properly preserve them, prevent damage and loss, and conduct identification, recording and archiving. Copies of physical pictures and materials obtained by other relevant departments shall be submitted to the competent department of cultural administration at the same level. Eleventh citizens, legal persons and other organizations can provide clues and materials of intangible cultural heritage to the administrative department of culture, and can also conduct an investigation of intangible cultural heritage according to law. Twelfth intangible cultural heritage investigation, should obtain the consent of the respondents, respect their customs and habits, and shall not damage their legitimate rights and interests, and shall not illegally occupy or damage the intangible cultural heritage objects and materials. Thirteenth city and county (District) people's governments shall establish a list of representative projects of intangible cultural heritage at the corresponding level, and publicize it to the public to effectively protect the projects listed in the list. Fourteenth projects included in the list of representative projects shall meet the following conditions:
Typical and representative of excellent traditional culture;
(2) It is of historical, literary, artistic and scientific value;
(3) It has been passed down from generation to generation in a certain group or region and still exists in a living form;
(four) with distinctive regional characteristics or national characteristics, which have great influence in the administrative area. Fifteenth city and county (District) cultural administrative departments shall select relevant experts from the expert database to form an expert review group and an expert review committee, and carry out the following work:
(1) Examining the qualifications of representative projects, protection units and representative inheritors of intangible cultural heritage according to law, putting forward examination opinions and publishing the examination results;
(two) review and identify the representative project heritage base;
(three) to review the application projects of special funds for the protection of intangible cultural heritage;
(four) to participate in the preparation of intangible cultural heritage protection planning;
(five) to participate in the demonstration of major systems and decisions for the protection of representative projects.
