2. Feasibility study report
It is the owner who wants to invest in a certain place and entrusts a qualified consulting department to inspect, collect and calculate all kinds of favorable and unfavorable local information, and put forward effective and feasible conclusions after sorting out and comparing them. This includes transportation, resources, hydrogeology, labor force, market and so on, starting from the interests of investors and the country. This conclusion was reported to the National Development and Reform Commission for approval.
3. Preliminary design?
It is a document that the construction party has obtained (or will obtain) the land use right of a certain plot, the project has been approved, and the design scheme of the project has been made according to the requirements of the construction party, including various indicators, and submitted to the local planning department for examination and approval.
4. Structure diagram
The land use right of a plot has been obtained, the planning department has delineated the building red line, approved the preliminary design submitted for review, and provided the geological exploration report. The owner entrusts a design institute with corresponding qualifications to carry out a set of detailed design documents for architecture, structure, water, electricity, heating and ventilation according to the preliminary design approved by the planning department.

According to the provisions of relevant national laws and regulations, construction projects (excluding transportation, water conservancy, electric power and other professional projects) are generally constructed according to the following procedures:
