Article 51 The State shall formulate a foreign trade development strategy and establish and improve a foreign trade promotion mechanism.

Article 52 The State shall, according to the needs of foreign trade development, establish and improve financial institutions serving foreign trade, and set up foreign trade development funds and risk funds.

Article 53 The state develops foreign trade through import and export credit, export credit insurance, export tax rebate and other ways to promote foreign trade.

Article 54 The State establishes a public information service system for foreign trade to provide information services for foreign trade operators and other members of the public.

Article 55 The state shall take measures to encourage foreign trade operators to explore the international market and carry out foreign trade in various forms, such as foreign investment, foreign project contracting and foreign labor service cooperation.

Article 56 Foreign trade operators may establish and join relevant associations and chambers of commerce according to law.

Relevant associations and chambers of commerce shall abide by laws and administrative regulations, provide their members with services related to foreign trade such as production, marketing, information and training in accordance with their articles of association, give play to the role of coordination and self-discipline, apply for foreign trade relief measures according to law, safeguard the interests of members and industries, reflect foreign trade suggestions to relevant government departments, and carry out foreign trade promotion activities.

Article 57 The China Organization for the Promotion of International Trade shall, in accordance with its articles of association, carry out foreign trade promotion activities such as foreign contacts, holding exhibitions, providing information and consulting services.

Article 58 The state supports and promotes small and medium-sized enterprises to carry out foreign trade.

Article 59 The state supports and promotes the development of foreign trade in ethnic autonomous areas and economically underdeveloped areas.
