In order to implement the trademark facilitation reform goals, further simplify the trademark business payment process, and promote the electronic reform of fiscal bills, all trademark services can be processed online. Pay the fee and receive the bill online. It is recommended that the parties and agencies pay the fees online. The specific methods are as follows:

For applications submitted since December 30, 2019, the parties and agencies applying for trademarks should receive the Fees must be paid to the Trademark Office within 15 days from the date of payment notice from the Trademark Office. A "Payment Notice" will be issued for domestic business and a "Payment Notice for International Trademark Registration" will be issued for international business.

1. If the applicant entrusts an agency to handle the application, he does not need to pay the fees himself. The agency that accepts the entrustment will pay the fees on his behalf in accordance with regulations.

(1) If the agency has registered as an official user on the online application platform, and the payment notice submitted for the application does not have a payment code, it must log in to the agency account and make online payment in the trademark online application system.

(2) If the agency has not registered a formal user on the online application platform, it must register as a simple user on the online application platform and make online payment with the payment code.

2. If the applicant applies directly:

(1) If the applicant submits the application online, the payment notice does not have a payment code, and the applicant must log in to the account used to submit the application on the Trademark Online Apply to the system for online payment.

(2) If the applicant submits the application directly at the Registration Hall of the Trademark Office, Zhongguancun Office, Beijing Foreign Trademark Examination and Association Center, or acceptance window, or submits the application through the postal service or other express delivery companies, after receiving the payment notice Users must log in and register on the online application platform to pay fees online with the payment code. If you are not a formal user of the online application platform, you can register as a simple user to pay fees.

3. Special circumstances. If the applicable payment notice has a payment code, but due to special circumstances it is impossible to complete the payment through the payment code on the online application platform, the following methods can be used to pay:

Without payment of fees, the application submitted will not be accepted in accordance with the law.

②POS card swiping method: Applicants can use UnionPay cards to pay the fee at the registration hall of the Trademark Office.

③WeChat and Alipay methods: Applicants can scan the QR code to pay the fee in the registration hall of the Trademark Office.

④ Check method: Applicants from Beijing and Tianjin can submit a bank transfer check consistent with that of the trademark business applicant to the trademark registration hall for payment.

⑤Bank draft method: Non-Beijing applicants can submit the same bank draft as the trademark business applicant to the Trademark Office registration hall for payment. The bank draft needs to wait for two to three working days in Beijing after the applicant submits it. The bank can only process the payment after the bank has released the payment.

(3) If the party concerned handles the application directly at the trademark examination cooperation center or acceptance window outside Beijing and submits the application online, he can go to the trademark examination cooperation center or acceptance window outside Beijing with the payment notice with the payment code. Pay the fee according to the QR code in the trademark online service system presented at the Trademark Examination Collaboration Center and the acceptance window.

IV. Payment Time

1. If the party or agency pays through the trademark online service system (formal or simple user), the payment user must log in to the trademark online during the system opening hours. Bureau pays fees. The payment time is based on the actual payment time when the trademark online service system receives feedback from the third-party online payment platform. If no feedback from the third-party payment platform is received after the system opening time, the order will be deemed not to have been submitted.

2. The party or agency shall pay the fee to the Trademark Office within 15 days from the date of receipt of the Trademark Office’s payment notice. If the payment is not made within the time limit, the Trademark Office will not accept the application.

5. Bill rules and collection methods

1. Enable financial electronic bills. The parties and agencies pay trademark fees and issue electronic bills uniformly. According to the Ministry of Finance document "Notice of the Ministry of Finance on Unifying the National Fiscal Electronic Bill Format and the Fiscal Machine-printed Bill Format" (Caizong [2018] No. 72), fiscal electronic bills can be recorded and reimbursed. After receiving the bills, each unit should strictly follow the regulations of the relevant departments to ensure that the bills are authentic and valid and prevent repeated entry of bills into accounts for reimbursement.

2. If the party handles the trademark application by himself, the electronic bill will be issued to the party; if the party entrusts a trademark agency to handle the trademark application, the electronic bill will be issued to the trademark agency.

3. If the parties and agencies pay through the trademark online service system (formal user or simple user), they need to use the payment account to log in to the trademark online service system and download the electronic receipt 5-7 working days after payment. .

4. If an online application is submitted at the trademark examination cooperation center and acceptance window outside Beijing, the financial electronic bill of the party will be sent electronically to the email address reserved by the party, and the download link must be downloaded in time.

5. Ways to collect bills in other cases:

(1) If an agency with online trademark application users submits a paper application, the financial electronic bill will be sent directly to the agency's website Among users; if there are multiple users, it will be sent to the latest and valid online user.

(2) If the party submits a paper application directly at the Registration Hall of the Trademark Office, Zhongguancun Office, Beijing Foreign Trademark Examination and Association Center, or acceptance window, or submits a paper application through the postal service or other express delivery company, the application shall be received After the payment notice (with payment code) is issued, if the trademark fee is paid by bank transfer, the printed copy of the financial electronic bill will be delivered to the party by registered mail.

(3) If you pay the fee on-site at the trademark registration hall, you can receive a printed copy of the financial electronic receipt on-site.

Special note: To receive a printed copy of the financial electronic bill, you should use the printed financial electronic bill information through the online application platform. Users must log in to the trademark online service system 5-7 working days after payment to bind and download the financial document themselves. The electronic version of the printed copy of the electronic bill; if you have not registered as a formal user of the online application platform, you can register for a simple user binding download. Among them: If parties who submit paper applications at the Trademark Examination Collaboration Center and Acceptance Window outside Beijing and pay trademark fees through bank transfer are unable to obtain the electronic version of the fiscal electronic bill printout through the online application platform due to special circumstances, they can go to the Foreign Trademark Office where the application was submitted. 6. The electronic receipts of the trademark online service system are kept for 3 months. The parties and agencies should download them in time after paying the fee. If the retention period exceeds the retention period, they need to apply to the Trademark Office and then log in to the trademark online service system to download. .
