Units and individuals that have been approved to domesticate and breed wild animals shall hold domestication and breeding licenses issued by the forestry administrative departments of the governments of provinces, autonomous regions and municipalities directly under the Central Government. "Domestication and Breeding License" and "Application Form for Domestication and Breeding License of National Key Protected Wild Animals" are uniformly printed by the Ministry of Forestry.
