According to the provisions of the Measures for the Supervision and Administration of Product Anti-counterfeiting:

Article 7 The State implements a production license system for anti-counterfeiting technical products and anti-counterfeiting authentication devices (hereinafter referred to as anti-counterfeiting technical products). Any enterprise that produces anti-counterfeiting technology products must obtain the production license of anti-counterfeiting technology products issued by the General Administration of Quality Supervision, Inspection and Quarantine before it is qualified to produce the products.

Article 27 Whoever produces and sells anti-counterfeiting technical products without obtaining a production license in accordance with these Measures, or produces anti-counterfeiting technical products beyond the prescribed scope after obtaining a production license for anti-counterfeiting technical products, shall be ordered by the quality and technical supervision department to stop production and sales and obtain a production license within a time limit; Confiscate the illegally produced products, confiscate the illegal income if any, and impose a fine of 0/5% to 20% of the value of the illegally produced and sold products (including the sold and unsold products)/kloc-; If losses are caused, it shall be liable for compensation according to law.
