The description of product quality in product advertisements must conform to the actual quality of the product. Article 7 All production and distribution enterprises must strictly implement the following regulations:

(1) Unqualified products are not allowed to leave the factory and be sold; (2) Unqualified raw materials and parts are not allowed to be fed or assembled; (3) Products that have been explicitly eliminated by the state are not allowed to be produced and sold; (4) Products that do not have product quality standards and have not been inspected by quality inspection agencies are not allowed to be produced and sold; (5) Fraud, substandard goods, and counterfeiting are not allowed Trademarks, counterfeit name brands.

All production and distribution companies are not allowed to use matching methods to promote products. Chapter 2 Quality Responsibilities of Product Manufacturing Enterprises Article 8 Product manufacturing enterprises must ensure that product quality complies with relevant national laws and regulations, quality standards and the requirements stipulated in the contract.

Product manufacturers must establish a strict, coordinated, and effective quality assurance system and clearly define product quality responsibilities.

Enterprises must ensure that quality inspection agencies can independently exercise supervision and inspection powers; retaliation against quality inspection personnel is strictly prohibited. Article 9 Before leaving the factory, products must meet the following requirements:

(1) Meet the quality requirements stipulated in Article 2 of these Regulations, and have a product inspection certificate issued by the inspection agency and inspection personnel;

(3) Products subject to the production license system must have license numbers, approval dates and validity periods;

(4) Machinery, equipment, Devices, instruments and durable consumer goods, in addition to meeting the requirements of items (1), (2) and (3) of this article, should also have detailed product instructions for use. The content includes: technical and economic parameters of the product, service life, scope of use, warranty period, installation method, maintenance method and storage conditions, technical maintenance and inspection period, and other valid data on product design parameters.

Electrical products should be accompanied by circuit diagrams and schematic diagrams;

(5) Packaging must comply with relevant national regulations and standards. Products that are highly toxic, dangerous, fragile, afraid of pressure, need to be protected from moisture, and cannot be installed upside down must have significant instructions and storage and transportation precautions on the inner and outer packaging. The actual weight (net weight and gross weight) must be indicated on the product packaging;

(6) Products that use trademarks and grading should have trademarks and grading marks on the product or packaging;

(7) Comply with the requirements of national safety, health, environmental protection and measurement regulations. Article 10 "Processed products" that do not meet the level specified by the relevant national standards but still have use value can be sold at a reduced price only after approval by the competent authority of the enterprise. The words "processed products" must be clearly marked on the products and packaging. .

Products that violate national safety, health, environmental protection, measurement and other regulatory requirements must be destroyed in a timely manner or undergo necessary technical processing, and must not enter the market as "processed products".

Products for sale may not be produced and assembled from "processed products". Article 11 When it is found that the quality does not meet the requirements of Article 2 during the product warranty period, the product manufacturer shall bear quality responsibilities to the users and distribution companies according to different circumstances:

(1) General aspects of the product If parts and components fail and can be restored to service after replacement, you should be responsible for repairing them on schedule;

(2) If the main parts and components of a product fail and cannot be repaired on schedule, you should be responsible for replacing them with qualified ones Product;

(3) If the main function of the product does not meet the requirements of Article 2 due to design, manufacturing, etc., and the user requests a return, the user shall be responsible for refunding the purchase price;

(4) Cause If there is an economic loss, the company shall also be responsible for compensating for the actual economic loss;

(5) When the maintenance service or distribution company is responsible for the after-sales technical service of the product, the production company must provide sufficient spare parts and spare parts in accordance with the after-sales technical service contract and necessary technical support.
