Article 3 The Sanjiang River Channel implements a system that combines unified management by basin and hierarchical management by region, and adheres to the unified preparation of river course planning, unified dispatch of flood control and unified management of water resources. Specific measures for regional hierarchical management shall be formulated separately by the Municipal People's Government. Article 4 The municipal water administrative department is the competent authority of the Sanjiang River and is responsible for the supervision and management of the Sanjiang River. The municipal Sanjiang River management agency under it is specifically responsible for the relevant management of the Sanjiang River. The water administrative departments of the coastal districts (cities) are responsible for the relevant management of the Sanjiang River within their respective administrative areas in accordance with their prescribed responsibilities. Article 7: The flood control and obstacle clearance work of the Sanjiang River shall be subject to the responsibility system of the administrative heads of the people's governments of the municipality and the people's governments along the river districts (municipalities).
The municipal and coastal district (municipal) people's governments should strengthen leadership over the management of the Sanjiang River, establish a coordination mechanism for major matters, and improve the technical quantification of flood control, drainage, navigation, water supply, and ecological protection. Chapter 2 River Course Planning, Regulation and Construction Article 9 The construction, regulation, protection, utilization and management of the three rivers shall comply with the comprehensive planning of the Yongjiang River Basin and professional plans such as flood control and waterlogging control, desilting and dredging, mainstream embankment lines, and water area protection. The comprehensive plan for the Yongjiang River Basin shall be prepared by the municipal water administrative department in conjunction with relevant development and reform departments and the people's governments of the districts (municipalities) along the river, and shall be submitted to the municipal people's government for approval and shall be reported to the provincial water administrative department for filing. Professional plans for flood control and waterlogging, dredging, mainstream embankment lines, and water area protection for the Sanjiang River are organized and compiled by the municipal water administrative department. After soliciting opinions from relevant departments and provincial water administrative departments, they are reported to the Municipal People's Government for approval and then announced. The professional planning of the Sanjiang river course should comply with the comprehensive planning of the Yongjiang River Basin and be connected with the planning of ports, waterways, fisheries, etc. Article 10 The management scope of the Sanjiang River Channel includes the waters between the embankments on both sides of the river, sandbanks, beaches (including arable land), flood control areas, and embankments and berms on both sides of the river. The professional planning of the main stream embankment line of the Sanjiang River should determine the specific management scope of the Sanjiang River. The annual river improvement plan shall specify flood control and drainage, river dredging, embankment repair, sluice construction, pollution interception and control in accordance with national, provincial and municipal requirements for flood control, drainage, navigation, water supply, ecological standards and other relevant river function maintenance requirements. , waterfront space transformation and other rectification goals, and determine the specific rectification project name, rectification content, rectification period, responsible unit and task division, etc. For river sections where dike damage, river bed elevation, river narrowing, etc. seriously affect flood control, navigation safety, and environmental landscape, the municipal water administrative department shall take emergency measures, prioritize rectification, eliminate potential safety hazards in the river in a timely manner, and improve the flood control of the river. It has comprehensive functions such as waterlogging drainage, navigation irrigation, and ecological protection. Article 12 The regulation of the Sanjiang river courses shall focus on protecting and restoring the ecological environment and historical and cultural landscapes of the river courses and their surroundings. In the qualified areas on both sides of the Sanjiang River, public facilities such as artificial wetlands and slow walking trails can be constructed based on the needs of the surrounding environment.
