After Feodor took office, with the support of Grand Duke Miloslavski, Zicov, Likhachev and others, he began to carry out a series of economic, administrative, judicial, financial, military, religious and educational reforms according to the plan formulated by Grand Duke Vasily golitsyn. Feodor's reform measures laid the foundation of Russian modernization and provided a reference model for the reform after Peter I.
