Business scope of tobacco and alcohol business license
The business scope of the Tobacco and Alcohol Business License is tobacco and alcohol. Business license is a certificate issued by the administrative department for industry and commerce to industrial and commercial enterprises and individual operators to engage in certain production and business activities. Its format shall be uniformly stipulated by the State Administration of Market Supervision. Without a business license, industrial and commercial enterprises or individual operators are not allowed to start business, engrave official seals, sign contracts, register trademarks or advertise, and banks are not allowed to open accounts.

Detailed rules for the implementation of the measures for the administration of tobacco monopoly licenses

Article 57

The holder of the production and operation license is under any of the following circumstances, which belongs to the circumstances stipulated in the first paragraph of Article 44 of the Measures for the Administration of Tobacco Monopoly Licenses:

(a) due to the reasons of the license holder of the tobacco monopoly production enterprise, the technical and equipment conditions required for the production of tobacco monopoly products are no longer available;

(2) Production and operation beyond the scope approved by the license;

(3) An enterprise holding a license for a tobacco monopoly production enterprise sells cigarette paper, filter rods, cigarette tow and special machinery for tobacco to units or individuals without a license for a tobacco monopoly production enterprise without authorization.
