National high-tech enterprises are recognized by the National High-tech Enterprise Recognition and Management Leading Group composed of the Ministry of Science and Technology, the Ministry of Finance, and the State Administration of Taxation.
The high-tech enterprise certification project is managed by the Ministry of Science and Technology, which consists of provincial science and technology committees and municipal science and technology bureaus. Enterprises need to apply for high-tech enterprise certification and must prepare high-tech enterprise certification materials and submit them to counties and cities. The high-tech office of the Science and Technology Bureau at the provincial level will be reviewed and publicized by the high-tech office of the science and technology bureau. The publicity period is generally about 5 days. Only after there is no doubt can it be formulated, sealed, and issued with a high-tech enterprise certification. The certificate is valid for 3 years.
High-tech enterprise annual reports and other valid data must be submitted regularly within 3 years in order to continue to enjoy the support and preferential policies for high-tech enterprises.
Enterprises can also call the local science and technology bureau to inquire about high-tech enterprise certification conditions and other related matters to obtain authoritative and effective information.
Their main responsibilities are
(1) Determine the direction of the national high-tech enterprise recognition management work and review the high-tech enterprise recognition management work report;
(2) Coordinate and resolve major issues in the recognition and implementation of relevant policies;
(3) Adjudicate major disputes in high-tech enterprise recognition matters, and supervise and inspect the recognition work in various regions;
( 4) Put forward rectification suggestions for areas where major problems have arisen in the identification of high-tech enterprises.
To be recognized as a high-tech enterprise, the following conditions must be met at the same time:
1. The enterprise must be registered and established for more than one year when applying for recognition;
2. The enterprise must pass the independent Through research and development, transfer, donation, mergers and acquisitions, etc., obtain the ownership of intellectual property rights that play a core supporting role in the technology of its main products (services);
3. Play a key role in the company’s main products (services) The core supporting technologies fall within the scope of the "High-tech Fields with Key National Support";
4. The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities of the enterprise to the total number of employees of the enterprise in that year shall not be less than 10 ;
5. The ratio of the total research and development expenses of the enterprise in the past three fiscal years (the actual operating period is less than three years, calculated based on the actual operating time, the same below) to the total sales revenue in the same period meets the requirements
