Green food certification

First, the concept and classification of green food

Green food refers to the safe, high-quality and nutritious food that follows the principle of sustainable development, is produced according to a specific mode of production, and is recognized and licensed by specialized agencies to use the green food mark. There are three characteristics: first, green food is produced in a good ecological environment; Second, the whole process of quality control of green food from farmland to dining table is implemented; Third, green food signs are protected by law.

Green food mark is a product quality certification trademark officially registered by China Green Food Development Center in the State Administration for Industry and Commerce. The green food sign consists of three parts, namely, the upper sun, the lower leaves and the central bud. The sign is round, indicating protection. The whole figure depicts a harmonious life in the sun, telling people that green food is a safe and pollution-free food from a pure and good ecological environment, which can bring people great vitality. The sign of green food also reminds people to protect the environment and create new natural harmony by improving the relationship between people and the environment.

Green food should meet the following four conditions:

(1) the origin of products or raw materials must meet the quality standards of green ecological environment;

(2) Crop planting, livestock and poultry feed, unproductive farming and food processing must conform to the operating rules for green food production;

(3) products must meet the standards of green food;

④ The packaging, storage and transportation of products must meet the green packaging and transportation standards.

At present, the classification of green food can be divided into seven categories: agricultural products, forest products, livestock products, fishery products, processed food, feed and feed, and products can be divided into 53 categories.

Second, the conditions and procedures for reporting green food enterprises

According to Article 5 of the Measures for the Administration of Green Food Labels: "All units and individuals with green food production conditions can be used as applicants for the right to use green food labels". In order to further standardize the management, the following provisions are made for the conditions of mark applicants:

1. The applicant must be able to control the production process of products, implement the operating procedures for green food production, and ensure the product quality meets the requirements of green food standards;

2. The reporting enterprise should have a certain scale and be able to bear the use fee of green food marks;

3. Enterprises engaged in production management and services below the township level, as applicants, must have production bases and directly organize production; Commercial and service enterprises at or above the township level must have stable production bases subordinate to their own enterprises;

4. The production and operation time of the enterprise applying for processing products must be more than one year.

"The state has clear provisions on the scope of applying for green food labels. Health food registered with the words "food" or "health care" can declare the green food mark. Varieties that are both food and medicine announced by the state, such as perilla, chrysanthemum, ginkgo, dried tangerine peel and safflower, can all declare green food marks. Drugs and cigarettes are not allowed to declare green food signs.

According to the standard of green food, the declaration of pickles such as unique vegetables, instant noodles, ham sausages and leafy vegetables will not be accepted for the time being. In order to promote the development of green food, China Green Food Development Center was established on June 1992 1 1 with the approval of the Ministry of Personnel as the specific management department of green food. And in 29 provinces, municipalities and autonomous regions, green food management agencies have been set up to carry out green food quality inspection and green food logo use audit. Among the thousands of products accepted, strict examination and approval were carried out in accordance with the provisions of the Measures for the Administration of Green Food Labels. By the end of 2000, more than five categories 1000 products in China have obtained the right to use the green food mark, and the number of green food development has increased rapidly. According to the provisions of Article 6 of the Measures for the Administration of Green Food Labels, the procedures for applying for using green food labels on products are:

First, the applicant fills in the Application Form for the Use of Green Food Signs in duplicate (including the attached materials) and submits it to the green food management department of the province (autonomous region, municipality directly under the Central Government and cities with separate plans, the same below) where it is located;

Second, the provincial green food management department entrusts an environmental monitoring agency that has passed the measurement certification at or above the provincial level to conduct environmental assessment on the origin of products or raw materials.

Third, the provincial green food management department conducts a preliminary examination of the application materials and reports the materials passed in the preliminary examination to the China Green Food Development Center;

Fourthly, China Green Food Development Center will review the above materials together with authoritative environmental protection agencies. The qualified food monitoring organization designated by China Green Food Development Center samples the declared products, and tests them according to the quality and hygiene standards of green food. Those who are unqualified will no longer accept their applications in that year;

Fifth, China Green Food Development Center conducts a comprehensive review (including on-the-spot investigation) of products that have passed the quality and hygiene inspection, and signs the Agreement on the Use of Green Food Labels with qualified applicants. The Ministry of Agriculture issued a certificate and number for the use of green food marks, which were reported to the Trademark Office of the State Administration for Industry and Commerce for the record and announced to the public at the same time. For products that fail the health inspection, the application will not be accepted in that year.

China Green Food Development Center will review the application materials of enterprises. If the material is qualified, it will notify the provincial green food management agency in writing and entrust the sampling inspection of the declared products. After the provincial green food management agency entrusts the receiving center to entrust the sampling list, it assigns more than two full-time green food label management salesmen to conduct sampling inspection on the declared enterprises, and sends the samples to the designated green food monitoring center. According to the technical monitoring report, the final result is obtained. After passing the final examination, China Green Food Development Center will notify the applicant in writing to get the license from China Green Food Development Center and pay the mark service fee. In principle, each product 1 1,000 yuan (series product discount).

Green food label management personnel shall supervise and inspect the green food production enterprises within their jurisdiction at least once a year, and report the implementation of the rules on planting, breeding and processing of enterprises to the center.

China Green Food Development Center issued a sampling task at the beginning of each year, and designated food monitoring agencies and environmental monitoring agencies to conduct sampling inspection on the eco-environmental quality of products and raw materials used by enterprises. Those who failed the sampling inspection canceled their right to use the logo and announced it to the public. All consumers have the right to supervise green food. Consumers have the right to know whether the green food on the market is true or not, and they can report the products with quality problems directly to the center.

Organic food must meet the following four conditions:

① Raw materials must come from established or under-established organic agricultural production systems or organically collected wild natural products.

② The products strictly follow the processing, packaging, storage and transportation standards of organic food in the whole production process;

③ In the process of organic food production and smoothness, producers have perfect quality control, follow-up review system and complete production and sales standards.

④ It must be certified by an independent organic food certification body.
