Article 1 (Purpose and Basis)

Article 2 (Scope of Application)

Article 3 (Responsibility of District and County People’s Governments)

Encourage food industry associations to strengthen self-discipline in the food vendor industry and guide food vendors to operate in accordance with the law.

Article 7 (Responsibility of Food Vendors)

Food vendors shall engage in food business activities in accordance with food safety laws, regulations, rules and food safety standards, and be responsible to the society and the public. Ensure food safety and clean city environment, assume social responsibilities, and accept social supervision.

Food vendors shall engage in food business activities in the temporary areas (points) and fixed time periods designated by the district (county) people's government and in accordance with the registered food business scope.

Article 8 (Information Registration)

Before engaging in food business activities, food vendors shall provide information to the township or town people's government or the community affairs acceptance service center of the sub-district office where they operate. Article 10 (Storage of Publicity Card)

Food vendors shall not transfer, alter, rent or lend the "Food Vendor Temporary Business Publicity Card".

Article 11 (Business conditions and requirements for food vendors)

Food vendors engaged in food business shall comply with Articles 34 and 35 of the "Implementation Measures" , the provisions of Article 36 and the following business requirements:

(1) Engage in business activities in accordance with the matters registered in the registration form;

(2) Hang the "Temporary Operation of Food Vendors" Publicity Card" and health certificates for food workers;

(3) Provide tableware and drinking utensils that meet food safety standards and requirements;

(4) Participate in food safety events organized by relevant government departments Safety training;

(5) If food or tools or containers need to be cleaned on-site, cleaning facilities or equipment with water supply and drainage conditions should be set up, and sewage discharge should not affect the surrounding environment;

(6) Kitchen waste and waste grease should be stored in special covered or sealed containers and must not pollute the surrounding environment;

Article 13 (Investigation and Punishment of Illegal Acts by Food Vendors)

Article 14 (Comprehensive rectification of food vendors)

Investigate and punish those who engage in food vendor activities during the period, and severely crack down on illegal food vendor operations.

For food vendors who obtain the "Temporary Business Disclosure Card for Food Vendors" through improper means such as deception, bribery, transfer, alter, lend, or rent the "Temporary Business Disclosure Card for Food Vendors", they will be subject to inspection within 3 months. If there are more than two administrative penalties, or if a food safety accident or major social impact is caused, the relevant departments shall investigate and deal with it in accordance with the law, and take back the "Food Vendor Temporary Business Disclosure Card".

Article 15 (Formulation of Implementation Opinions)

The township and town people's governments and sub-district offices may formulate implementation opinions in accordance with the provisions of these Measures based on the actual conditions of their respective jurisdictions.

Article 16 (Implementation Date)

These Measures will come into effect on January 15, 2015, and will be valid until December 31, 2020.
