Interim Measures for Feed Management in Liaoning Province (revised in 1997)

Chapter 1 General Provisions Article 1 In order to strengthen the management of feed production and operation, improve the quality of feed products, ensure the safety of livestock, poultry and fish breeding animals, promote the development of the breeding industry, safeguard producers and These measures are specially formulated for the legitimate rights and interests of consumers. Article 2 All enterprises and individuals engaged in feed production and operation within the provincial jurisdiction must abide by these measures. Article 3 The Provincial Rural Working Committee is responsible for the feed management of the entire province.

The feed industry authorities of cities and counties (including county-level cities and districts, the same below) are responsible for the feed management within their jurisdiction. Article 4 The production and operation of feed must ensure quality and safety in use. Chapter 2 Feed Production Article 5 All enterprises (including feed processing workshops in feedlots) engaged in the production of feed (including additives, the same below) must meet the following conditions:

(1) Have the ability to produce feed Appropriate equipment and workshops;

(2) Have testing methods to ensure the quality of feed products or entrust inspection agencies;

(3) Have facilities to prevent and control pollution and comply with environmental protection Production environment required by regulations. Article 6 Feed production enterprises must produce in accordance with technical regulations and establish a complete production record system and sample observation system. Article 7 Feed production enterprises shall not use feed additives without the permission of the enterprise administrative department at or above the county level. Article 8 Feed products produced by feed production enterprises must pass quality inspection and comply with legal quality standards. Unqualified products shall not leave the factory. Article 9 Anyone who produces feed drug additives shall comply with the "Regulations on the Administration of Veterinary Drugs". The production of feed additives that do not contain pharmaceutical ingredients must be approved by the competent enterprise departments at or above the municipal level. Article 10: Feed production enterprises shall send a copy of the standard basis of the products they produce to the feed industry competent department and standardization management department of the county where they are located for filing. Article 11 Feed packaging must be accompanied by labels or instructions. The label or instruction manual should indicate the trademark, feed name, company name, batch number and the main ingredients, content, usage, production time, validity period and precautions of the feed.

Feed packaging should meet safety and health requirements. Chapter 3 Feed Business Article 12 Feed products distributed by feed business enterprises and individuals must be accompanied by product certificates and instructions for use. Article 13 It is prohibited to operate feeds that fall under any of the following circumstances:

(1) The quality of compound feeds is lower than national standards or provincial and local standards;

(2) The validity period has expired

(3) Deteriorated and unfit for feeding;

(4) Contaminated and unfit for feeding;

(5) Adulterated to make it fake. Article 14 Toxic and harmful substances are not allowed to be stored in feed warehouses or business premises. Article 15 The inspection and management of imported feed and feed additives shall be carried out in accordance with the "Measures for the Supervision and Administration of Quality of Imported Commodities". Chapter 4 Quality Supervision Article 16 Enterprises and individuals that produce and operate feed must implement national standards. If there are no national standards, provincial and local standards shall apply. Article 17 Enterprises and individuals that produce and operate feed shall accept supervision and inspection by staff of the feed quality supervision and inspection agency and provide necessary sampling samples and information. Article 18 Provincial, municipal and county feed quality supervision and inspection agencies shall be confirmed by the standardization management department at the same level. The inspectors of feed production enterprises are guided by the local feed quality supervision and inspection agency in their business operations. Chapter 5 Rewards and Punishments Article 19 Those who model implementation of these Measures, produce and operate feed in strict accordance with standards, ensure product quality, and have outstanding achievements will be commended or rewarded by the feed industry authorities or enterprise authorities.

Article 20 Anyone who violates these Measures and commits any of the following acts shall be punished by the industrial and commercial administrative department or technical supervision department in accordance with relevant laws and regulations; if it causes economic losses to the user, he shall be ordered to compensate for the loss; if it constitutes a crime, Request the judicial authorities to pursue criminal liability in accordance with the law:

(1) The products leaving the factory do not conform to the labels or instructions, and are adulterated to make them fake;

(2) The production and operation of feed products do not comply with the national standards Hygienic standards;

(3) Using unlicensed feed additives;

(4) Counterfeiting trademarks, product licenses, and product approval numbers to sell feed products and feed Additives;

(5) The feed supervision and inspection unit or staff are irresponsible or accept bribes. During inspection, they judge the good from the bad and assume the truth. Chapter 6 Supplementary Provisions Article 21 The Provincial Rural Work Committee is responsible for the interpretation of these Measures. Article 22 These Measures shall come into effect on January 1, 1988.
