The term "packaging and decoration printed matter" as mentioned in these Measures includes trademark logos, color packaging boxes (bags), paper packaging supplies, printed iron cans, and advertising materials with the content of introducing products, etc.

The printing business activities referred to in these Measures refer to activities such as typesetting, plate making, printing, binding, copying, photocopying, and printing. Article 3 The Provincial Economic and Trade Commission is responsible for the supervision and management of the province’s packaging and decoration printing business activities, and its subordinate provincial packaging industry management agency is specifically responsible for the administrative supervision and management of the province’s packaging and decoration printing printing business activities.

The municipal (prefecture) and county economic (trade) committees are responsible for the supervision and management of packaging and decoration printed matter printing business activities within their respective administrative regions.

The specific responsibilities of the management agencies (departments) of people's governments at all levels responsible for packaging, decoration and printing business activities are:

(1) Formulate development plans for the packaging, decoration and printing industry in the region;

(2) Regulate the total number and reasonable layout of packaging, decoration and printing enterprises;

(3) Adjust the structure of packaging and decoration products and promote technological innovation of packaging, decoration and printing enterprises;

(4) Investigate and deal with illegal acts by operators in the packaging, decoration and printing industry;

(5) Train supervisory and management personnel in the packaging, decoration and printing industry. Article 4 People's governments at all levels should strengthen leadership over the printing business activities of packaging and decorative printed matter.

The public security and industrial and commercial administration departments should be responsible for the supervision and management of the packaging, decoration and printing industry within their respective scope of responsibilities. Article 5 A licensing system is implemented for the printing operation of packaging and decoration printed matter. Without approval, no unit or individual may engage in printing business activities for packaging and decoration printed matter. Article 6 To establish a packaging and decoration printed matter printing enterprise, the following conditions must be met:

(1) Have the name and articles of association of the enterprise;

(2) Have a determined business scope;

(4) Have organizational structures and personnel that meet the needs of the business scope;

Approval for the establishment of packaging, decoration and printing enterprises shall, in addition to complying with the provisions of the preceding paragraph, also comply with the national plan for the total number, structure and layout of packaging, decoration and printing enterprises. Article 7 To establish a packaging and decoration printed matter printing enterprise, an application shall be submitted to the provincial packaging industry management agency. Upon review and approval, a packaging and decorating printed matter printing license shall be obtained, and an application shall be submitted to the public security department with a license in accordance with relevant national regulations. Upon approval, the enterprise shall obtain a printing license for packaging and decorating printed matter. After obtaining a special industry license, you must apply for registration with the industrial and commercial administration department with a packaging and decoration printed matter printing license, a special industry license and the industrial and commercial administration department. Only after obtaining a business license can you print packaging and decorative printed matter. Article 8 If an established publication printing enterprise applies to concurrently engage in the printing of packaging and decorating printed matter, it shall submit an application to the provincial packaging industry management agency. After review and approval, after obtaining a license for printing packaging and decorating printed matter, it shall apply to the public security department in accordance with relevant national regulations. , The industrial and commercial administration department must apply for change of registration, and only after approval can the packaging and decoration printed matter be printed.

Printing enterprises that have obtained a printing license for packaging and decoration printed matter may engage in the printing business activities of other printed matters stipulated in the "Printing Industry Management Regulations", but must report to the administrative department responsible for press and publication of the people's government at the same level. Article 9 The provincial packaging industry management agency shall make a decision on approval or disapproval within 15 days from the date of receipt of an application for establishing a packaging, decoration and printed matter printing enterprise. If approved, a printing license for packaging and decoration printed matter will be issued; if not approved, the reasons must be notified in writing.

Article 10 The establishment of Sino-foreign joint ventures or Sino-foreign cooperative enterprises that print, package and decorate printed matter must obtain the consent of the provincial packaging industry management agency and submit to the agency authorized by the State Council for review and approval before completing other procedures in accordance with the law. Article 11 It is prohibited to establish wholly foreign-owned packaging and decoration printing printing enterprises. Article 12 Any operator in the packaging, decoration and printing industry who changes the main registration items, ceases operations, transfers business, merges, splits up or relocates must obtain approval from the original approval department, and must handle change registration or cancellation of registration with the public security department and industrial and commercial administrative department that originally handled the registration. . Article 13 Any unit that prints advertising materials with product introduction as its content must apply to the local city or county economic (trade) committee for an approval certificate for advertising materials.

Municipal and county economic (trade) committees should allocate approval authority and procedures according to the approval authority and procedures of the management agencies (departments) of packaging and decoration printed matter printing business activities at the provincial, municipal and county levels. The approval authority and procedures of the management agencies (departments) for packaging and decoration printed matter printing business activities at the provincial, municipal and county levels shall be stipulated by the Provincial Economic and Trade Commission.

The approval certificate for advertising materials shall be uniformly printed and issued by the provincial packaging industry management agency.

To undertake the printing of advertising materials with the content of introducing products, the printing enterprise must verify the printing approval certificate, business license and advertising business qualification certificate of the advertising materials held by the entrusted printing unit in accordance with relevant national regulations.
