79. The municipal bureau is responsible for registering the following companies:

(1) Companies in which the state-owned assets supervision and administration agencies of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government perform the responsibilities of investors and companies invested and established by the company with a holding of more than 50%;

(2) Companies with registered capital of RMB 30 million (inclusive) or more;

(3) Joint stock limited companies;

(4) In accordance with laws and administrative regulations Companies that shall be registered by the industrial and commercial administration bureaus of provinces, autonomous regions, and municipalities directly under the Central Government according to regulations or decisions of the State Council;

(5) Other companies authorized to register by the State Administration for Industry and Commerce;

( 6) Accounting firms, asset appraisal agencies, pawns, credit guarantees for small and medium-sized enterprises, used motor vehicle brokers, private entry and exit agencies, overseas employment agencies, talent agencies, credit reporting, and trademark agencies;

( 7) Other companies that the Municipal Bureau deems should be registered by it.

80． Each district and county branch is responsible for registering companies other than those registered by the State Administration for Industry and Commerce and the Municipal Bureau within its jurisdiction, and registering companies authorized to register by the State Administration for Industry and Commerce and the Municipal Bureau.

81． Each district and county branch is the company registration authority and has company registration jurisdiction. It should conscientiously perform jurisdictional work in accordance with the responsibilities assigned by laws and administrative regulations.

82． The registration jurisdiction of non-corporate enterprises shall be governed by existing regulations. Among them, the branch is responsible for the registration of sole proprietorships.

83. The registration jurisdiction of market specialized enterprises is divided according to the following authority:

(1) The municipal bureau registers the stamp and currency card market specialized enterprises, the automobile trading market specialized enterprises and the registered capital (gold) of RMB 30 million (inclusive) The above-mentioned other types of market-specific enterprises;

(2) Market-specific enterprises outside the registration jurisdiction of the municipal bureau shall be registered by the branch office.

84. The issue of decentralization of registration jurisdiction for individual industrial and commercial households.

The branch office may decide the registration jurisdiction of individual industrial and commercial households based on the actual situation of the bureau. If the branch office delegates the registration jurisdiction of individual industrial and commercial households to the industrial and commercial offices, the following conditions must be met:

(1) The branch office has formulated an assessment system for the registration work of industrial and commercial offices;

(2) The industrial and commercial office should have at least one person with the qualifications of an examiner and an approver;

(3) The industrial and commercial office should inquire the names of individual industrial and commercial households, report them to the municipal bureau for review, and print the "Business License" 》 and other data collection and entry related equipment that meet the requirements of "Golden Network";

(4) The industrial and commercial office has external service reception facilities that meet the requirements of the registration "window".
