A self-inspection report on ecological agriculture

1. Attach great importance to the work of preventing cultivated land abandonment

1. According to the situation of cultivated land abandonment in our county, timely arrange and deploy the work of preventing cultivated land abandonment, drought resistance and spring ploughing. Due to the weak agricultural infrastructure in our county, the severe drought in recent two years, the low production efficiency of planting industry, and the influence of the tide of going out to work, there has been a certain degree of arable land abandonment in some places, which has affected the grain production in our county and restricted farmers' income to a certain extent. To this end, the county government attaches great importance to it, and county leaders have repeatedly studied solutions with relevant agriculture-related departments. At the relevant meeting, the county government and relevant departments reiterated the spirit of the Notice of the General Office of the Provincial People's Government on Effectively Solving the Problem of Abandoned Farmland (No.51), requiring all towns and villages to do a good job in preventing abandoned farmland and formulate relevant work measures for returning abandoned farmland to cultivation. In March this year, after receiving the notice from the municipal government office on effectively preventing the abandonment of cultivated land, the county government office immediately forwarded the document notice, and the leaders in charge of the county government personally arranged the deployment, requiring the Agricultural Bureau to take the lead in guiding the villages and towns to do this well. The Agriculture Bureau immediately called the relevant station stocks in the bureau to go deep into the towns and villages of the county to guide drought relief and spring ploughing, and to prevent the abandonment of cultivated land.

2. Carry out supervision and inspection, carry out accountability, ensure drought resistance and spring ploughing, and prevent the abandonment of cultivated land from being implemented. According to the spirit of the document No.141 of Agricultural Development [XX], the county dispatched personnel from the Agriculture Bureau, Supervision Bureau and Target Office respectively, and formed three working groups to supervise the work of drought resistance, spring ploughing and farmland abandonment, and to inspect and supervise the development of township work. Once it is found that due to poor work, a piece of cultivated land has been abandoned all the year round, the main leadership responsibility of the township government should be investigated.

Second, the situation of abandoned land in the county

According to the statistics of township cleaning, the county has seasonally abandoned 25.4 mu of wasteland, accounting for .68% of the county's cultivated land. Among them, 18.5 mu of farmland was abandoned and 69.9 mu of soil was abandoned. Among them, 19.9 mu is abandoned without water source protection; Because of barren land, shady mountains, low planting efficiency and lack of labor force for migrant workers, 59.5 mu was abandoned. Among them, there are overlapping reasons for abandoned land, and some abandoned land has no water source, shady mountains, remoteness and barren land. After nearly two months' solid work in counties and townships, except for a few scattered abandoned wasteland with remote geographical location, no water source, shady mountains or poor soil fertility, all of them have been rehabilitated.

Third, according to the local conditions, take various measures to prevent arable land from being abandoned

1. Integrate the funds for agriculture-related projects and improve agricultural production conditions.

in recent years, our county has fully integrated farmland water conservancy construction projects, agricultural comprehensive development projects, rural public welfare facilities construction projects, etc. At the same time, it has established a maintenance system for projects such as "construction, management and maintenance", established a virtuous cycle mechanism for the state to mobilize farmers' own investment, continuously improved rural roads and water conservancy infrastructure, and improved agricultural production conditions, laying a solid foundation for preventing cultivated land from being abandoned and increasing effective planting area.

2. further strengthen the training and promotion of science and technology.

Science and technology are the primary productive forces, and the key to improving the benefit of land planting and reducing abandoned land lies in the popularization and application of agricultural science and technology. In promoting agricultural science and technology and reducing abandoned land in our county, firstly, vigorously carry out agricultural technology training to improve farmers' scientific and technological quality; Second, vigorously implement the "famous project" and widely introduce and popularize excellent varieties; Third, reform the farming system, improve farming methods and increase the multiple cropping index of land; The fourth is to promote standardized, pollution-free and green agricultural products production practical technology to improve the quality and efficiency of agricultural products. By strengthening the popularization and application of science and technology, the land output rate and the utilization rate of agricultural resources will be improved, and the problems of extensive planting and thin harvest and increasing production without increasing income will be solved to a great extent.

3. Strictly support agriculture and benefit farmers, encourage planting and curb abandonment.

according to the spirit of the relevant documents of the central government's direct subsidy to grain farmers, our county strictly implements the principle of "there is a kind of subsidy, and there is no kind of subsidy". If the contracted land is neither transferred nor planted, it will not be subsidized, which has curbed the abandonment of cultivated land to some extent.

4. further promote rural land circulation and moderate scale management of land.

under the premise of adhering to the principle of legality, voluntariness and compensation, our county guides farmers to transfer in an orderly way through subcontracting, transfer, lease and entrusted operation, encourages and supports the transfer of contracted land to large professional households, family farms and farmers' cooperatives, and develops various forms of moderate scale operation. Encourage farmers to exchange and other ways to solve the problem of fragmentation of contracted land. At present, our county is studying and formulating preferential policies and measures for land scale transfer, providing financial subsidies to land transfer owners with a certain scale, and encouraging contracted land to be concentrated in farming experts, family farms or specialized cooperatives and leading enterprises with operational capabilities to realize scale operation. It is required that comprehensive agricultural development projects give priority to supporting farmers' professional cooperatives to engage in the scale operation of breeding industry and the construction of agricultural infrastructure. It is allowed to rent land across regions by means of mutual help and docking between villages. Encourage village collective economic organizations to be entrusted with the management of contracted land that farmers are unable or unwilling to farm, and conduct centralized management or unified circulation.

in the implementation opinions on accelerating land transfer that our county is planning to issue, it has made relevant requirements for standardizing land transfer procedures and improving the three-level land transfer service network in counties and villages. It is planned to establish land transfer service centers at county and township (town) levels and land transfer service guidance stations at villages (communities). Strengthen information communication, policy consultation, contract signing, price evaluation and other circulation guidance and services.

iv. establishing an effective mechanism for the rehabilitation of abandoned farmland

while trying to prevent the emergence of abandoned land, relevant departments at the county level and towns and villages have taken various effective measures for the rehabilitation of abandoned land.

1. Policy guidance and independent rehabilitation. Mainly to widely publicize the Rural Land Contract Law of the People's Republic of China and the Land Law of the People's Republic of China and other policies and regulations, to mobilize farmers who are working or doing business at home or nearby to take the initiative to rehabilitate their abandoned cultivated land, and to persuade them to transfer if they are really unable to farm or unwilling to farm by themselves.

2. The responsibility lies with people, and co-ordinate the rehabilitation. Each township set up a leading group for the rehabilitation of abandoned farmland headed by township leaders or leaders in charge, established a responsibility system for leaders and cadres to guarantee villages, guarantee cooperatives and "dicing and responsibility to people", and implemented the task of rehabilitation of abandoned farmland at different levels. After the responsibility is assigned to the people, different methods will be adopted for re-cultivation according to the specific reasons of abandoned land in various places. If the water source is really exhausted, some drought-tolerant crops will be replanted. For those with poor economic conditions who are unable to implement irrigation water, some will be subsidized by the government, and some will be helped by the government to coordinate the implementation of the project. For example, since last year, Ying 'an Town has implemented a regular reporting system on the situation of returning wasteland to cultivation, and subsidized irrigation for individual villages; Tieqing Town is also in the process of drought relief and rehabilitation. The township finance has invested more than 1, yuan to renovate 45 mountain ponds, build 42 new reservoirs, build 3 new irrigation station, and build more than 8, meters of canals.

3. Organize contract farming according to law. If the contractor abandons the contracted cultivated land, and after persuasion, it neither transfers nor entrusts others to do it, the village cadres will organize or negotiate to designate the cultivator, and stipulate that the land management income will be owned by the cultivator.

4. Help the poor and help them get back to farming. In the main farming season, some village communities organize agricultural technology service teams, voluntary farming teams, mutual aid teams for changing jobs, and specialized agricultural machinery teams to wait until the villages come to help with farming, so as to help the weak and poor households solve the farming problems and prevent the arable land from being abandoned. For example, Yile Town Fair Village Rural Cooperative, Simianshan Xianhua Agricultural Cooperative, Dipeng Town Huimin Agricultural Cooperative, etc. have all helped farmers solve many practical difficulties in fighting drought, ensuring spring ploughing and preventing arable land from being abandoned. Some of them are exempt from farming fees, while others charge less or only production costs.

5. Establish a normalized supervision and inspection mechanism and a long-term mechanism for returning farmland to cultivation

Due to the harsh agricultural production conditions in the past two years, the agricultural departments and towns in our county have taken the prevention of farmland abandonment as a normalization work, which runs through all agricultural extension work. For example, agricultural machinery promotion is committed to strengthening the construction of electromechanical irrigation station and the popularization of pumping machines, agricultural technology promotion is committed to adjusting crop structure to adapt to the production conditions of soil fertility, and agricultural economic management is committed to it. All towns and villages adopt the method of "dicing all the work, assigning responsibility to people and paying accounts regularly" to curb the abandonment. County-level inspection and supervision working groups will adopt irregular inspection and supervision methods and unannounced visits to carry out their work regularly. Once it is found that due to poor work, resulting in a piece of perennial abandoned cultivated land area of more than 2 mu, or when the abandoned cultivated land area exceeds 2% of the cultivated land area under its jurisdiction, it is necessary to investigate the main leadership responsibilities of the township government.

Part II Report on Self-inspection of Eco-agriculture

In order to do a good job in the mid-term evaluation of the Yellow River Delta Development Plan (hereinafter referred to as the Plan), the Hekou District Party Committee and the district government attached great importance to it, specially convened a meeting to arrange and deploy, and dispatched a special person to form a self-inspection and evaluation team. Always adhere to the requirements of building ecological civilization, constantly strengthen ecological construction, increase environmental protection, save and intensively use resources, steadily promote the construction of a resource-saving and environment-friendly society, and comprehensively enhance regional sustainable development capabilities. The first is to strengthen the protection of natural ecology. Delineate 1.52 million mu of core protected areas, and implement compulsory protection for key areas such as the Yellow River Delta Nature Reserve, the Guhe Reservoir Area and the water source area; Implement wetland restoration project, make ecological water supply to Diaokou flow path of the Yellow River for three consecutive years, and restore more than 2, mu of wetlands; The demonstration project of typical marine ecosystem restoration was implemented, and 5, mu of Dongying Estuary shallow sea shellfish ecological marine special protection zone was planned and constructed, and the regional natural ecosystem was continuously and healthily developed. The second is to strengthen ecological construction. Take the lead in launching and implementing the "three networks" greening project with "road forest network, water forest network and farmland forest network", with a cumulative investment of 256 million yuan, using 32.84 million cubic meters of earth and stone, planting 7.73 million trees, and increasing the greening area by 56, mu, thus obviously improving the ecological environment; Accelerate the implementation of the restoration project of 15, mu of Robinia pseudoacacia forest. At present, the afforestation area is 24, mu, the platform field is 2, mu, and 1.584 million seedlings have been planted. Two constructed wetland projects, Shenxiangou and Caoqiaogou, have been planned and constructed to continuously improve the water quality of rivers entering the sea and reduce the pollution load into the sea. The third is to strengthen environmental protection. Improve the ecological threshold, clarify the ecological standards of enterprises entering the park, and strictly control the introduction of pollution projects and the expansion of "two highs and one low" industries. Actively carry out activities to create "ecological villages and towns", and xianhe town, Gudao Town, Yihe Town and Liuhe Sub-district Office won the title of "ecological villages and towns". In-depth efforts have been made to comprehensively control water and gas pollution, comprehensively control important river basins, strengthen monitoring and rectification of key pollution sources, and solidly carry out mandatory cleaner production audits. At present, the excellent rate of urban atmospheric environment is 89.2%, and the public environmental satisfaction rate has always remained above 93%. We increased investment in environmental protection, implemented the renovation of urban sewage facilities and the second phase of garbage treatment plant, and completed two new sewage treatment plants in Xianhe Gudao and Hekou Economic Development Zone. The sewage treatment plant project in Hekou Blue Economic Development Zone made rapid progress, and the pollution control facilities in the whole region were increasingly improved. Fourth, vigorously develop circular economy. Efforts will be made to build major circular economy projects such as comprehensive utilization of seawater, integration of oil, salt and chemical industry, and solidly promote the establishment of circular economy demonstration parks in Hekou Economic Development Zone and Hekou Blue Economic Zone. At present, the circular industrial chain of seawater-aquaculture-brine-bromine-crude salt has been relatively perfect, and the cascade utilization of seawater has begun to take shape. The comprehensive utilization project of seawater in Xindadi has been included in the key projects of circular economy in the province.
