Measures for the administration of used car circulation

Article 4 The second-hand car business entity refers to an enterprise registered by the administrative department for industry and commerce according to law and engaged in the second-hand car distribution auction and brokerage appraisal and evaluation. Article 5 Second-hand car distribution refers to the business activities of second-hand car distribution enterprises engaged in the purchase and sale of second-hand cars; Second-hand car auction refers to the business activities of second-hand car auction enterprises to transfer second-hand cars to the highest bidder in the form of open bidding. Article 7 The competent department of commerce, the administrative department for industry and commerce and the taxation department of the State Council shall be responsible for the supervision and management of the circulation of used cars within their respective functions and duties. Article 8 Operators of second-hand car trading markets, second-hand car distribution enterprises and brokerage institutions shall meet the requirements of enterprise legal persons and be registered in the administrative department for industry and commerce according to law. Article 9 A second-hand car appraisal and evaluation institution shall meet the following conditions:

(a) It is an independent intermediary;

(2) Having a fixed business place and necessary facilities for business activities;

(three) there are more than three professionals engaged in the appraisal and evaluation of used cars (including the appraisers who obtained the national vocational qualification certificate before the implementation of these Measures);
