(a) the use of outdoor venues, buildings, municipal facilities and other carriers to set up exhibition boards, neon lights, luminous fonts, electronic display screens, electronic flip devices, light boxes, advertising columns, publicity columns, physical models and other advertising facilities;
(2) Drawing, posting, hanging, projecting or displaying advertisements on the construction site by using buildings (structures), car bodies, floating objects on water, lift-off devices, inflatable objects, pavilions, fences and models;
(3) Other circumstances for setting up outdoor advertisements.
The signboard setting mentioned in these Regulations refers to the behavior of natural persons, legal persons or other organizations to set up signs, plaques and other facilities in their offices or business premises to indicate their names, signs, shop names and trade names.
Signboards accompanying the promotion of commodities and services, or signboards and plaques set outside offices and business premises, shall be governed by the relevant provisions on outdoor advertising management. Article 4 The setting of outdoor advertisements and signboards shall conform to the standards of city appearance, coordinate with the architectural style and surrounding environment, and meet the safety requirements. Article 5 The comprehensive administrative law enforcement department of urban management shall be responsible for the daily supervision and management of outdoor advertisements and signboards in this Municipality.
Market supervision, housing and urban and rural construction, urban and rural planning, public security, cultural tourism, emergency management, transportation and other departments shall do a good job in the supervision and management of outdoor advertising and signboard setting within their respective responsibilities.
Town (township) people's government, street offices to assist in the supervision and management of outdoor advertising and signs in this area. Article 6 The municipal comprehensive administrative law enforcement department of urban management shall establish an information management platform for outdoor advertisements and signboards through government portals and other channels, so as to facilitate the setters, interested parties and the public to inquire about the requirements for setting outdoor advertisements and signboards. Chapter II Planning and Standardization Article 7 The municipal comprehensive administrative law enforcement department of urban management shall, jointly with the municipal competent department of urban and rural planning, formulate a special plan for outdoor advertising, which shall be implemented after being approved by the Municipal People's Government.
Outdoor advertising settings shall conform to the special planning for outdoor advertising settings. Eighth outdoor advertising special planning should be in accordance with the functional requirements of different regions of the city, the delineation of outdoor advertising prohibited areas, strictly controlled areas, exhibition areas. Outdoor advertising facilities shall not be set up in the forbidden area, and the quantity, location, form and specifications of outdoor advertisements in the area shall be strictly controlled, and all kinds of outdoor advertisements shall not be set up in the exhibition area.
When making a special plan for outdoor advertising, a certain proportion of public service advertising space facilities should be planned. Ninth urban management comprehensive administrative law enforcement departments shall, according to the special planning of outdoor advertising, organize the preparation of technical specifications for outdoor advertising, and announce them to the public after approval by the Municipal People's government.
The setting of outdoor advertising shall meet the requirements of technical specifications for outdoor advertising. Tenth any of the following circumstances, shall not set up outdoor advertising:
(a) the use of traffic safety facilities, traffic signs;
(two) the impact of municipal public facilities, traffic safety facilities, traffic signs, fire control facilities, the use of fire safety signs;
(three) hinder the normal life of residents, damage the city appearance or architectural image;
(four) the use of street trees or damage to green space;
(five) in the state organs, cultural relics protection units, scenic spots, schools, kindergartens and other building control areas;
(six) in the area where the Municipal People's Government prohibits the installation of outdoor advertisements;
(seven) other settings in violation of laws and regulations. Eleventh urban management comprehensive administrative law enforcement departments shall, jointly with the competent department of urban and rural planning, formulate technical specifications for signboard setting, and announce them to the public after approval by the Municipal People's government.
The installation of signboards shall meet the requirements of technical specifications of signboards. Twelfth signs shall meet the following requirements:
(1) One shop, one plaque and one product on the first floor;
(2) The name is consistent with the business license and registered trademark;
(three) in harmony with the building (structure) style and the surrounding environment, taking into account the day and night landscape;
(four) not under construction (structure) building roof settings;
(five) shall not affect the building (structure) lighting ventilation and fire safety;
(6) Other requirements stipulated by laws and regulations. Article 13 It is forbidden to scribble or depict advertisements on the external walls of buildings, bridges, sidewalks, poles and other municipal public facilities, as well as trees and corridors.
No unauthorized use of building (structure) glass curtain wall, street doors and windows, hanging, posting and other forms of outdoor advertising. Fourteenth the use of car bodies to set up outdoor advertisements shall comply with the relevant provisions of laws, regulations, rules and national technical specifications for setting up.
