The refinery was formerly known as the Jilin Petrochemical Plant. It was under the management of Jilin Province in the early days of its establishment. Construction started in 1970 and was completed and put into operation in 1980. In 1978, it was placed under the management of Jilin Chemical Industry Company and renamed Jilin Chemical Industry Company Refinery; in 1994, the joint-stock system was transformed and renamed Jilin Chemical Industry Co., Ltd. Refinery; in November 2007, it was renamed Jilin Petrochemical Company Refinery.
