The Official Collection of Yichun County was written by Zu Wuxuan, an official in the Northern Song Dynasty. He and Wang Anshi were of the same period. This poem was written by Zu Wuxuan when he saw that the people in Yichun county were well-fed and well-educated, the officials in Fuya county were idle, the prison was empty and the people were happy.
