(a) registered in Henan Province for more than one year, with clear property rights, independent accounting, independent operation and self-financing, excluding non-corporate private enterprises, branches, sole proprietorship enterprises, individual industrial and commercial households, partnerships, farmers' professional cooperatives, general partnerships, special general partnerships, branches of one-person limited liability companies (wholly owned by private legal persons), limited partnerships and branches of limited liability companies (Taiwan) Economic entities such as branches of limited liability companies (joint ventures between Taiwan, Hong Kong, Macao and China)/branches of KLOC-0/5 limited liability companies (wholly owned by legal persons invested or controlled by non-natural persons) and branches of limited liability companies (wholly owned by legal persons invested or controlled by natural persons);

(2) Owning independent intellectual property rights, proprietary technology or advanced knowledge, including patents (applications or authorizations), standards, trademarks, recognized scientific and technological achievements and other proprietary technologies, and owning products or services based on independent intellectual property rights, proprietary technology or advanced knowledge;

(3) The enterprise has a strong sense of innovation, and the proportion of scientific and technical personnel engaged in R&D and related technical activities in the enterprise in the total number of employees of the enterprise in that year is not less than10% in principle;

(four) the enterprise has a certain investment in scientific and technological innovation funds and the ability to continuously carry out scientific and technological innovation activities;

(5) The scale of the enterprise conforms to the requirements of the Standard Provisions on Classification of Small and Medium-sized Enterprises jointly issued by the Ministry of Industry and Information Technology, the National Bureau of Statistics, the Development and Reform Commission and the Ministry of Finance (No.[20 1 1]300 issued by the Ministry of Industry and Information Technology), and does not fall within the scope of restricted and eliminated categories stipulated in the Guidance Catalogue for Industrial Structure Adjustment of the National Development and Reform Commission;

(6) No major safety accidents, major quality accidents, serious environmental violations or serious dishonesty occurred in the last year.
