Article 2 These regulations apply to the preparation and implementation of place name planning within the administrative region of this city, the naming, renaming and cancellation of place names, the use of standard place names, the setting and management of place name signs, the protection of place name culture, and the public *** of place names. Services and other activities. Article 3 The management of place names in this city shall implement unified leadership, hierarchical responsibilities, and classified management.

Municipal and district people's governments should strengthen the organization and leadership of place name management, and the required funds should be included in the fiscal budget of the same level. Article 4 The civil affairs department is responsible for the management of place names within the administrative region of this city and organizes the implementation of these regulations. The district civil affairs department is responsible for the management of place names within its own administrative region.

Development and reform, education, planning and natural resources, housing and urban-rural construction, transportation, public security, port affairs, water affairs, forestry and gardening, culture, radio and television tourism, sports, agriculture and rural areas, health, market supervision, urban management Comprehensive law enforcement, finance and other departments shall carry out work related to place name management in accordance with their respective responsibilities.

The town people’s government and sub-district offices should cooperate in the management of place names within their respective jurisdictions. Article 5 The municipal and district civil affairs departments shall, in conjunction with the planning and natural resources, housing and urban-rural development, transportation and other departments, prepare the place name plan within the administrative region at the same level, and submit it to the people's government at the same level for approval before implementation. Place name planning should include naming schemes for various place names, common names and rules for their use, guidelines for selecting proper names, etc.

When the relevant administrative departments prepare special plans for this industry, they should be connected with the names determined in the place name plan. Article 6 The naming of place names shall comply with the following provisions:

(1) Clear and easy to understand, with healthy meanings, and words that violate public order and good morals, have vulgar content or have feudal superstitions shall not be used;

(2) Respect the wishes of the local people, facilitate the production and life of the people, and reflect the local history, geography, culture and local characteristics;

(3) The place name consists of two parts: the proper name and the common name, and the characters used in the common name should be Can truly reflect the attributes and categories of their entities. The use of general names of buildings and residential areas should have the floor area, total building area, height, green space rate, etc. that are commensurate with the general names; the proper names of similar place names must not be repeated. (5) Places are generally not named after people, and it is prohibited to use the names of national leaders, foreign names, foreign place names or their abbreviations or specific titles;

(6) It is not allowed to use corporate names, trademarks, or product names to name companies ** Facilities, except where otherwise provided by laws and regulations;

(7) Use standardized Chinese characters, avoid using uncommon characters or words that are easily ambiguous, avoid homophones and near-synonyms, and do not use foreign languages ??or letters ;

(8) Relevant provisions of other laws and regulations. Article 7 Under any of the following circumstances, relevant entities may apply for a place name change: (1) The name of an administrative division needs to be changed due to the adjustment of administrative divisions; (2) The name of a place is alleged to be changed. The name of a building or residential area needs to be changed due to changes in the attributes, scope, external environment, etc. of the geographical entity;

(3) The name of the building or residential area needs to be changed due to the owner's application;

(4) Others Situations stipulated by laws and regulations. Article 8: No unit or individual may name or change place names without authorization, and shall not publicly use place names that have been named or renamed without approval. Applications and approvals for place naming shall be consistent with the names already determined in the place name planning, unless otherwise provided by laws and regulations.

The naming and renaming of place names shall be handled in accordance with the following regulations:

(1) For the names of newly built roads, bridges, and tunnels, the construction unit shall submit an application to the local district civil affairs department, and the name shall be approved by the municipal government. After review by the civil affairs department, it will be reported to the Municipal People's Government for approval;

(2) If the planned names of roads, bridges and tunnels need to be named in advance due to the need for land and space planning and management, the district planning and natural resources department shall submit the names to the local people's government. The district civil affairs department submits an application, and after review by the civil affairs department, it is submitted to the municipal people's government for approval;

(3) For roads, bridges, and tunnels that have been built but have not been named or need to be renamed, the management unit may apply to the local people's government for approval. The district civil affairs department shall submit an application; if the management unit cannot be determined, the local town people's government or sub-district office shall submit an application to the local district civil affairs department, and after review by the civil affairs department, submit it to the municipal people's government for approval;

(4) For the names of cross-district roads, bridges and tunnels, the relevant units specified in Items 1 to 3 of this paragraph shall apply to the Municipal Civil Affairs Department, and after review by the Civil Affairs Department, submit to the Municipal People's Government for approval;

(5) For the name of a subway station, the subway operating unit shall submit an application to the civil affairs department, and after review by the civil affairs department, it shall be submitted to the Municipal People's Government for approval;

(6) Names of buildings and residential areas , the construction unit or owner shall submit an application to the local district civil affairs department, and the municipal and district civil affairs departments shall approve it in accordance with the division of responsibilities determined by the municipal people's government;
