1. According to Article 16 of the Road Traffic Safety Law of the People's Republic of China, no unit or individual may commit the following acts:

(1) Assembling a motor vehicle or changing the registered structure, structure or characteristics of a motor vehicle without authorization;

(2) changing the model, engine number, frame number or vehicle identification code of the motor vehicle;

(3) forging, altering or using forged or altered motor vehicle registration certificates, license plates, driving licenses, inspection marks and insurance marks;

(4) using the registration certificate, number plate, driving license, inspection mark and insurance mark of other motor vehicles.

2. According to Article 15 of the Regulations on Motor Vehicle Registration, if any of the following circumstances occurs, the registration of change shall not be handled:

(1) The brand, model and engine model of a motor vehicle are changed, except for the engine that has been selected with the permission of the competent department of motor vehicle products in the State Council;

(2) changing the shape of the registered motor vehicle and relevant technical data, except as otherwise provided by laws, regulations and national mandatory standards;

(3) under any of the circumstances specified in items (1), (7), (8) and (9) of Article 9 of these Provisions.

Extended information

If a registered motor vehicle is under any of the following circumstances, the owner of the motor vehicle shall apply to dmv, where it is registered:

(1) The body color is changed;

(2) changing the engine;

(3) replacing the car body or frame;

(4) replacing the whole vehicle due to quality problems;

(5) the use nature of operating motor vehicles is changed to non-operating motor vehicles or non-operating motor vehicles are changed to operating motor vehicles;

(6) The domicile of the motor vehicle owner has moved out or moved into the jurisdiction of dmv.

in case of any change specified in items (1), (2) and (3) of the first paragraph of this article, the motor vehicle owner shall apply to dmv for registration of change within ten days after the change; If it is a change specified in Item (6) of the first paragraph of this article, the owner of the motor vehicle shall finish handling the road traffic safety violations and traffic accidents involving the vehicle before applying for transfer.
