Chapter 1 League Members
Article 1

If a group member is over 28 years old and does not hold any position within the group, he should go through the procedures for leaving the group.
League members will retain their membership after becoming members of the Communist Party. If they are over 28 years old and do not hold any position in the league, they will no longer retain their membership.
Article 2 League members must fulfill the following obligations:
(1) Work hard to study Marxism, Mao Zedong Thought and Deng Xiaoping Theory, learn the basic knowledge of the League, and learn scientific, cultural and business knowledge , and constantly improve the ability to serve the people.
(2) Promote and implement the party’s basic line and various principles and policies, actively participate in reform, opening up and socialist modernization, strive to complete the tasks assigned by the Youth League organization, and be proactive in study, labor, work and other matters. Article 3 League members enjoy the following rights:
(1) Participate in relevant meetings of the League and various activities carried out by the League, and receive education and training from the League.
(2) Have the right to elect, be elected and vote within the group.
(3) Participate in discussions about the work of the League and issues of concern to young people at League meetings and in the League’s newspapers and periodicals, make suggestions on the work of the League, supervise and criticize the leadership of the League and the leadership of the League staff.
(4) If you have different opinions on the resolutions of the group, you can retain them and submit them to the superior organization of the group on the premise of resolute implementation.
(5) Participate in meetings held by the league organization to discuss your own punishment, and can defend yourself, and other league members can testify and defend you.
(6) Submit requests, complaints and accusations to any level organization of the League up to the Central Committee, and require relevant organizations to give responsible replies.
No organization or individual in the group has the right to deprive members of their rights.
Article 4 The following procedures must be strictly followed when accepting league members:
(1) Young people applying to join the league should be introduced by two league members.
(2) The introducer should responsibly explain the group charter to the person being introduced, and explain the thoughts, performance and experience of the person being introduced to the group organization.
(3) Young people who are required to join the League must apply to the branch committee and fill in the application form to join the League. Only after discussion and approval by the branch meeting and approval by the superior committee can they become members. Young people who are approved to join the League will obtain League membership from the date of approval by the branch meeting.
Article 5
New league members must take the oath of joining the league under the league banner. The oath is as follows: I volunteer to join the Communist Youth League of China, firmly support the leadership of the Communist Party of China, abide by the league's charter, implement the league's resolutions, fulfill the obligations of the league members, strictly observe the discipline of the league, study diligently, and work actively , endure hardship first, enjoy last, and strive for the cause of communism.
Article 6 When league members are transferred from one grassroots organization to another, they must go through the organizational relationship transfer procedures in a timely manner.
Article 7
The league organization shall reward league members who have modelly performed their duties as league members and made outstanding achievements in the cause of socialist modernization and defense of the motherland. Rewards are divided into: notification of praise, and the title of outstanding *** Youth League members is awarded by the central, provincial, municipal (prefecture), county-level committees and grassroots Youth League committees of the League.
Article 8
For members who do not implement the group's resolutions or violate the group's constitution, the group organization should criticize and help those members in the spirit of learning from past mistakes and avoiding future ones, and treating illnesses and saving lives. If the circumstances are serious, , impose disciplinary sanctions.
Punishments include: warning, serious warning, removal from the group, probation, and expulsion from the group.
The period of probation is six months or one year. League members do not have the right to elect, be elected or vote during their stay in the League for probation, and are not allowed to serve as introducers for young people to join the League. After the period of probation in the league expires, if the mistakes are corrected, the above-mentioned rights of the league members shall be restored in a timely manner; if the mistakes are not corrected, the members shall be expelled from the league.
Article 9 Disciplinary sanctions against league members must be discussed and approved by the branch meeting and reported to the superior committee for approval.

Article 10
The league organization must be serious and prudent and seek truth from facts when making disciplinary decisions on league members. When the branch meeting discusses and decides on the punishment of a league member, except under special circumstances, the person in question should be invited to participate and his opinions should be carefully listened to. If you are not satisfied with the decision, you can file an appeal.
The relevant league organization must be responsible for handling it or forward it quickly, and must not withhold it.
Article 11 Members have the freedom to withdraw from the group. If a league member requests to withdraw from the league, he should submit a written report to the branch committee, and the branch meeting will decide on removal and report it to the superior committee for record.
If a member of the group fails to pay the group dues for six consecutive months, does not participate in the group's organizational life, or does not do the work assigned by the group organization for six consecutive months without justifiable reasons, he will be considered to have left the group on his own initiative. If a member leaves the group on his own initiative, the branch meeting shall decide to remove him from the group and report it to the superior committee for approval.
Chapter 2 The Organizational System of the League
Article 12 The Chinese Communist Youth League is a unified whole organized in accordance with democratic centralism. The basic principles of the League's democratic centralism are:
(1) Individual League members obey the organization, the minority obeys the majority, and lower-level organizations obey higher-level organizations.
(2) The national leading organ of the regiment is the National Congress of the regiment and the Central Committee formed by it. The leading organs of local leagues at all levels are the league congresses at the same level and the league committees formed by them. The league committees at all levels are responsible for and report on their work to the congresses at the same level.
(3) The leading organs of the regiment at all levels, except for the representative organs sent by them, are all elected.
(4) The leading organs of the league at all levels should always listen to and seriously handle the opinions of subordinate organizations and members; the subordinate organizations of the league must not only ask for instructions and report work to the higher-level organizations, but also independently and responsibly solve their own problems Issues within the scope of responsibility. Organizations at all levels of the league should enable league members to have a better understanding of and participate in the affairs within the league.
(5) Committees at all levels of the regiment implement a system that combines collective leadership with individual division of labor and responsibility.
Article 13 Committees at all levels of the regiment may establish appropriate working departments according to work needs. The regiment’s committees at or above the county level may send representative bodies.
During the intersession of the League’s congresses at all levels, when the party organization at the same level and the league organization at the higher level deem it necessary, after collective discussion and consensus, they may transfer or assign members of the league organization person in charge.
Article 14
The selection of representatives and committees of the league’s congresses at all levels must reflect the will of the electors. The election shall be by secret ballot. Democracy must be widely promoted in the selection of candidates, and the list of candidates must be fully discussed. The election can be directly carried out by using the differential election method where the number of candidates is more than the number of candidates, or the differential election method can be used to conduct pre-selection to generate a list of candidates, and then conduct a formal election of equal numbers. Electors have the right to learn about candidates, request to change candidates, not to elect any candidate, or to elect another candidate. No organization or individual may force electors to elect or not elect someone in any way.
When full-time cadres of the League's central and local committees at all levels and alternate members are transferred from their posts in the League, their positions as members or alternate members will be removed automatically. Member vacancies shall be filled by alternate members in order according to the number of votes obtained. Removal and replacement must be confirmed by the plenary meeting.
Article 15
The county-level and above-county-level committees of the regiment may convene a meeting of representatives when necessary to discuss and decide on major issues that need to be resolved by the congress. The Conference of Representatives may co-opt some members of the Committee. The number of co-opted committee members and alternate members shall not exceed one-third of the total number of members and alternate members elected by the congress at that level. The number of representatives and the method for selecting representatives to the Representative Conference shall be determined by the committee convening the Representative Conference.
Article 16 Regarding the work of the whole regiment, the Central Committee of the regiment shall make a decision and make unified arrangements.
Newspapers, periodicals and other propaganda tools of league organizations at all levels must publicize the party’s line, principles and policies, publicize the resolutions and work tasks of the league’s superior organizations and organizations at the same level, and reflect the opinions and demands of young people.
Chapter 3 Central Organization of the League
Article 17 The National Congress of the League is held every five years and is convened by the Central Committee. Under special circumstances, it can be advanced or postponed. held.
The number of deputies to the National Congress and the selection method shall be determined by the Central Committee.
Article 18 The powers of the National Congress of the Communist Youth League are:
(1) Review and approve the work report of the Central Committee;
(2) Discussion and decide on the work guidelines, tasks and relevant major matters of the entire group;
(3) Modify the group’s charter;
(4) Elect the Central Committee.
When the National Congress is not in session, the Central Committee implements the resolutions of the National Congress and leads all the work of the group.
Article 19
The plenary meeting of the Central Committee of the League shall elect a number of standing members to form the Standing Committee; elect a first secretary and a number of secretaries to form the Secretariat. The plenary session of the Central Committee is convened by the Standing Committee and held at least once a year. During the plenary sessions of the Central Committee and between sessions of the Standing Committee, the Secretariat exercises the functions and powers of the Central Committee.
Chapter 4 The local and military organization of the regiment
Article 20 The provincial, autonomous region, municipality, provincial municipality and autonomous prefecture congress of the regiment shall be held every five years.
The league’s county (city, banner), autonomous county, and municipal district congress is held every three years.
The local congresses of the regiments at all levels are convened by the committees of the regiments at the same level. Under special circumstances, the meeting can be held in advance or postponed with the approval of the party committee at the same level and the superior committee of the league.
Article 21 The powers of the local congresses at all levels of the League are:
(1) Review and approve the work reports of the committees at the same level;
(2) Discuss and decide on the work tasks and relevant important matters of the local delegation;
(3) Elect committees at the same level;
(4) Elect representatives attending the higher-level delegation Representatives of the General Assembly.
During the intersession of the congress, the local committees of the league at all levels implement the instructions of the superior league organization and the resolutions of the congress of the same level, lead the work of the local league, and regularly report their work to the committee of the superior league. .
Article 22
The plenary meetings of local committees at all levels of the Youth League shall elect the standing committees, secretaries and deputy secretaries of the committees at that level.
The plenary meetings of local committees at all levels of the League are convened by the Standing Committee and held at least once a year. When the plenary session of the committee is not in session, the Standing Committee shall exercise the functions and powers of the committee.
The composition of local league committees at all levels must be approved by the party committee at the same level and the league committee at the higher level.
Article 23
The work of the Chinese People's Liberation Army and the Chinese People's Armed Police Force is an important part of the political work of the army and the armed forces. The organizations of the army and the regiments of the armed forces work under the leadership of the party committees and political organs and in accordance with the regulations and instructions of the regiment central committee and the General Political Department of the Chinese People's Liberation Army or the Political Department of the Chinese People's Armed Police Forces.
Chapter 5 Grassroots Organizations of the League
Article 24
Enterprises, rural areas, government agencies, schools, scientific research institutes, streets, and companies of the People’s Liberation Army , People's Armed Police Force squadrons and other grassroots units, based on work needs and the number of league members, and with the approval of the superior league committee, establish the grassroots organization of the regiment. (3) Units with more than 100 members can establish grassroots committees.
