Legal basis: People's Republic of China (PRC) Railway Law.
Article 2 Railways mentioned in this Law include national railways, local railways, special railways and special railway lines. National Railway refers to the railway managed by the competent department of the State Council Railway. Local railways refer to railways managed by local people's governments.
Special railway refers to the railway managed by an enterprise or other unit and providing transportation services for the enterprise or unit.
Special railway lines refer to the branch lines managed by enterprises or other units and connected with national railways or other railway lines.
Article 3 The competent railway authorities in the State Council shall be in charge of the national railway work, implement a highly centralized and unified transportation management system for the national railways, and provide guidance, coordination, supervision and assistance to local railways, special railways and special railway lines. National railway transport enterprises exercise management functions entrusted by laws and administrative regulations.
Article 4 The state focuses on the development of national railways and vigorously supports the development of local railways.
Article 5 Railway transport enterprises must adhere to the socialist business direction and the purpose of serving the people, improve their business management, earnestly improve the road style and improve the quality of transport services.
Article 6 Citizens have the obligation to take good care of railway facilities. It is forbidden for anyone to destroy railway facilities and disturb the normal order of railway transportation.
Article 7 Local people's governments at all levels along the railway shall assist railway transport enterprises to ensure the safe and smooth railway transport, good order of stations and trains, sound railway facilities and smooth railway construction.
Article 8 The provisions on technical management of national railways shall be formulated by the competent department of railways in the State Council, and the measures for technical management of local railways and special railways shall be formulated with reference to the provisions on technical management of national railways.
