Article 2: The selection scope includes products produced by labor and employment service enterprises, technical schools and employment training center internship factories; safety instruments and labor protection supplies. Article 3: The selection principle is to focus on key products that have an impact on the development of the national economy, select the best from the best, adhere to standards, and ensure quality. Chapter 2 Selection Conditions Article 4 To apply for high-quality products from the Ministry of Labor should meet the following conditions:

1. Have been awarded the title of high-quality products by provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning;

2. Products subject to a production license must hold a production license;

3. There should be a third-level measurement or measurement acceptance certificate;

4. There should be a national industrial and commercial administration certificate A registered trademark approved by the Administration;

5. The product has been identified and finalized, mass-produced, its performance is safe and reliable, the quality is stable, users are satisfied, and it ranks among the best in the industry competition;

6. The products are produced in accordance with international standards, national standards, industry standards and enterprise standards, have been standardized and accepted, and have obtained certificates of conformity;

7. The products have a significant impact on energy, raw material consumption, and "three wastes" (waste water, waste gas, In terms of waste residue) treatment and economic benefits, it has reached the advanced level of the domestic industry;

8. The company's quality assurance system has been formed, and it has advanced production methods and testing methods to ensure the production of high-quality products. Article 5 Conditions for recommending national high-quality products:

1. The product has obtained the provincial quality title and the quality title from the Ministry of Labor or other ministries;

2. Meets the national quality product selection conditions. Chapter 3 Evaluation Institution Article 6 The Ministry of Labor has established a Quality Award Appraisal Committee, which is responsible for the evaluation of the Ministry’s quality products and recommending national quality products to the National Quality Award Appraisal Committee. The Ministry Quality Award Appraisal Committee has one director, who is served by the deputy minister in charge; several deputy directors, who are mainly responsible comrades of the business departments and bureaus; the heads of relevant business departments (bureaus) and technical experts in relevant fields serve as members. The committee has an office in the Department of Labor Management and Employment of the Ministry of Labor (hereinafter referred to as the Ministry Appraisal Office), which is responsible for daily business work. Article 7 The quality award review committees and corresponding offices of the labor departments of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning are responsible for the pre-selection of high-quality products in the region and the selection and recommendation of high-quality products. Article 8 The employment service agency of the competent industry department shall be responsible for the selection and recommendation of high-quality products of labor and employment service enterprises directly under the department, and assist the labor department in ensuring the quality of the products declared as superior to the ministry by the industry under its jurisdiction. Chapter 4 Selection Procedures and Application Requirements Article 9 Enterprises must only apply to the labor departments of provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning on the basis that their products meet the evaluation conditions. Article 10 The labor departments of provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning shall, based on the application of the enterprise, submit the ministerial product plan for the next year to the Ministry Appraisal and Excellence Office before the end of October each year. Article 11: The Ministry’s Evaluation and Excellence Office will prepare an excellence plan for the next year based on the plans submitted by various localities, and issue it to the labor departments of provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning for implementation. Article 12 The labor departments of provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning shall organize enterprises to conduct ministerial-level or provincial-level testing of products during the declaration period, fill in a high-quality product declaration form, and submit it to the ministry for evaluation before the end of June of that year. office. Article 13: After the preliminary review organized by the Ministry Appraisal and Excellence Office, it shall be submitted to the Ministry Quality Award Appraisal Committee for review and approval before the end of September. Article 14: The Ministry of Labor shall issue quality product certificates, certificates and trophies to products that win quality awards. Article 15: Award-winning products shall be announced in a newspaper by the Ministry of Labor. Local and industry authorities may reward award-winning enterprises in accordance with relevant regulations.

Article 16 When applying for superior products, enterprises must seek truth from facts and must not commit fraud or use unfair means to gain honor. Units that violate disciplines will be criticized and warned, depending on the severity of the case, until their application and award qualifications are revoked. Article 17: All high-quality products will be selected once a year. Those who have won the title of high-quality products from other departments will not be selected again during the validity period. Chapter 5 Marking and Management of High-Quality Products Article 18 Enterprises that have won the Ministry’s Quality Product Award may display the “Quality Products of the People’s Republic of China and the Ministry of Labor” logo on their product trademarks or packaging. Article 19: The Ministry of Quality Product Mark shall not be used on other products or transferred to other enterprises. No unit may fraudulently use the Ministry of Labor’s quality product logo. Article 20 The Ministry of Quality Product Certificate is valid for four years. After the expiration of the validity period, the title of Ministry of Quality Products shall not be extended without review and confirmation. Article 21: Enterprises must conduct self-examinations on the quality and quality management of award-winning products every year, and formulate measures to consolidate and improve.

The labor departments of provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning shall conduct a review of the quality of the ministry's high-quality products every 1-2 years and report the review results to the Ministry's Evaluation Office.

The Ministry’s Evaluation and Excellence Office regularly conducts spot checks on the ministry’s high-quality products. Article 22: Standards must be strictly implemented for the review of high-quality products. For products whose quality is found to have declined during re-examination, where users have serious opinions, or where major quality accidents have occurred, the company must be ordered to rectify and improve within a time limit. During the rectification and improvement period, the Ministry of Quality Product Logo shall not be displayed. If the quality product standard is not met within the time limit, the title of the Ministry’s Quality Product will be revoked with the approval of the Ministry’s Quality Award Approval Committee.
