According to the National Development and Reform Commission's "Notice on Reassessing the Compulsory Product Certification Fee Standards" [2004] No. 239, the compulsory product certification fee items and fee standards are as follows:

1. Application fee. The application fee charged by the certification body from the enterprise applying for certification when accepting an application for compulsory product certification. The application fee is RMB 600 per application unit. Among them, if the application materials are in a language other than Chinese, additional materials translation fees will be charged. The charging standard for data translation fees is determined by the certification body based on the expenses, and the maximum fee shall not exceed 1,000 yuan. No application fee will be charged in the following situations:

1. Change of enterprise name or address (excluding enterprise relocation or reorganization or restructuring);

2. Change the certification applicant;

3. Change trademark;

4. Expand product sales models and product trademarks within specified product units and on the basis of the same design model.

2. Product testing fees. When product testing agencies test the products of enterprises applying for certification and issue test reports in accordance with product certification standards and technical requirements, they charge product testing fees to the enterprises applying for certification. The specific charging standards for product testing fees shall be implemented in accordance with the regulations of the National Development and Reform Commission.

3. Factory inspection fee. When the certification body conducts a document review, on-site audit and issues a factory inspection report on an enterprise applying for certification in accordance with the factory inspection requirements for certified products, it will charge a factory inspection fee to the enterprise applying for certification. The factory inspection fee is 3,000 yuan per supervisory auditor per working day. The number of reviewers/days shall be in accordance with the relevant regulations of the Certification and Accreditation Administration. The round-trip transportation costs for the auditors shall be borne by the enterprise applying for certification. No room and board fees will be charged to enterprises applying for certification. After review and confirmation by our center, within the validity period of the quality management system certification certificate obtained by the enterprise, the company is exempted from the review of the same parts of the quality assurance capability as the compulsory product certification, and is exempted from the corresponding factory review fee.

4. Approval and registration fees. When the certification body evaluates products that meet certification requirements and issues compulsory product certification certificates, it charges approval and registration fees from enterprises applying for certification. The approval and registration fee (including certificate fee) is 800 yuan per certification unit. Certified products do not involve extensions and changes to unit changes, and no approval and registration fees are charged. According to regulations, there is no need to conduct conformity assessment for certified products. If only a compulsory product certification certificate is issued, only the certificate cost of 10 yuan will be charged.

5. Supervision and review fees. According to the re-inspection content stipulated in the product certification implementation rules, certification agencies and product testing agencies charge supervision and re-inspection fees when conducting supervisory inspections and product sampling tests on enterprises that have obtained certification certificates. The charging standards for supervision and re-inspection fees are based on the expenses for providing services. The certification agency shall charge no more than 25% of the factory inspection fee, and the product testing agency shall charge no more than 25% of the product testing fee. Among them, if the product testing agency randomly checks 3 or less product testing items, it will be charged according to the following regulations: if there is 1 testing item, it will be charged at 100% of the product testing fee; if there are 2 testing items, it will be charged at 100% of the product testing fee. 50% is charged; if there are 3 testing items, 33% of the product testing fee is charged.

6. Annuity. When the certification agency issues certification certificates to certified enterprises, it collects annuities from the certified enterprises. The annuity is charged according to the following standards: if the number of certificates obtained by the same applicant enterprise (including certificates obtained from different designated certification agencies, the same below) is less than 20 (inclusive), 200 yuan per certificate will be charged per year; If there are more than 20 and less than 50 certificates (inclusive), 150 yuan will be charged per year for each certificate; if more than 50 certificates are obtained, 100 yuan will be charged for each certificate per year.

7. Certification mark fee. When a certification mark agency issues a certification mark to an enterprise that has obtained a certification certificate or approves the use of the mark, it will charge a certification mark fee from the certified enterprise.

Certification mark fees are charged according to the following standards: For direct use of the certification mark (CCC) in accordance with regulations, the charging standards are: 0.06 yuan per 8 mm mark, 0.12 yuan per 15 mm mark, and 0.06 yuan per 30 mm mark. ．20 yuan, 45mm logo is 0.30 yuan each, 60mm logo is 0.40 yuan each. For those who are approved by the certification mark agency to print or mold the certification mark on the product or package by themselves, the charging standard is: 900 yuan for each form of mark use in the first year, and 600 yuan per year from the second year onwards.

8. For those who have obtained an industrial product production license or a product certification certificate issued by other relevant designated certification agencies and apply for compulsory product certification, the same part of the factory inspection fee and product testing fee should be waived .

9. This fee standard will come into effect on December 1, 2004 and will be valid for 2 years.
