"Zhou Li" is the earliest preserved systematic and complete administrative law code in my country. It is also an administrative code with a centralized tendency based on the rulers of the Zhou Dynasty summarizing the ruling experience of the Xia, Shang and Zhou dynasties. The administrative system, principles, norms and basic systems of China's centralized society have influenced my country for more than two thousand years, and have also made an indelible contribution to the establishment and improvement of the world's administrative systems. The system of six officials established by him gradually evolved into the system of six departments in later generations. It is the core component of my country's earliest constitutional document.
The "Ur-Nammu Code" promulgated by the Third Dynasty of Ur around the end of the 21st century BC is the first written code in the world discovered so far.
