Real estate is also involved. The executive meeting of the State Council pointed out that in order to implement the deployment of the government work report, the meeting decided to narrow the scope of real estate registration fees from July 1 and demanded that there must be a substantial reduction in fees. For example, the registration fee for real estate ownership such as garages and parking spaces should be reduced from 550 yuan to 80 yuan.
According to insiders, lowering the registration fees of real estate ownership such as garages and parking spaces in 470 yuan will reduce the burden on the masses through actual fee reduction, which also reflects the purpose of tax reduction and fee reduction.
At the same time, the meeting pointed out that in order to effectively implement the foreign investment law, adapt to the requirements of deepening the reform of "simplifying administration and decentralization, strengthening supervision and improving services" and optimizing the business environment, relevant laws and supporting regulations and policies must be revised in an orderly manner. The meeting adopted a number of draft amendments to the administrative licensing law, trademark law, construction law and electronic signature law, and decided to submit them to the National People's Congress Standing Committee (NPCSC) for deliberation. The proposed amendments include: allowing the use of electronic documents when handling land and housing transfer registration.
According to the second paragraph of Article 3 of the current Electronic Signature Law, "contracts or other documents, documents and other documents in civil activities are not applicable to the transfer of real estate rights such as land and houses, and the parties may agree to use or not use electronic signatures and data messages." This also means that "electronic signature, data message" does not apply to the transfer of real estate rights such as land and houses.
The insiders believe that the use of electronic documents does not actually have much impact, and relevant data is archived in the background. The use of electronic documents is also conducive to the subsequent networking of real estate information in various places.
Lu Wenxi, a real estate market analyst in Shanghai Zhongyuan, pointed out that the use of electronic documents can reduce circulation costs and help improve efficiency. At present, real estate requires interconnection after electronic registration. Only when all paper texts are converted into electronic texts can they be interconnected and shared after networking. The use of electronic documents for land and housing transfer registration does not rule out paving the way for national networking of information, especially in some fourth-and fifth-tier cities, which need to digitize real estate-related information in order to achieve national networking.
In March this year, the General Office of the State Council issued the Notice on Reducing the Processing Time of Real Estate Registration, which clearly stated that before the end of 20 19, the optimization process should be streamlined, and the processing time of general registration and mortgage registration in cities and counties across the country should be reduced to 10 and 5 working days respectively; Before the end of 2020, we will strive to reduce all of them to less than 5 working days.
At the same time, three main tasks are put forward, one of which is to promote the integration of information. Relevant departments and units are required to provide real estate registration information in time, strengthen coordination and information integration with real estate registration agencies, and realize interconnection before the end of 20 19. Carry out "internet plus real estate registration", establish an "online (handheld) registration center" for real estate, and build a model of "external network application and internal network audit" to achieve zero distance between service enterprises and the masses.
