The scope of Hu Xiang Resort is determined according to the planning scope of Hu Xiang Resort approved according to law. Article 3 The protection, construction and management of scenic spots in Hu Xiang shall adhere to the principles of scientific planning, giving priority to protection, rational utilization and paying attention to characteristics. Fourth Xiaoshan District People's Government is responsible for the protection, construction and management of Hu Xiang Resort.
Hangzhou Xiaoshan Hu Xiang Tourism Resort Management Committee (hereinafter referred to as the Resort Management Committee) is specifically responsible for the protection, construction and management of Hu Xiang Resort, and performs the following duties:
(a) to participate in the preparation of the overall planning and detailed planning of Hu Xiang resort;
(2) Determine the industrial development direction of Hu Xiang Resort;
(3) Formulating various management measures of Hu Xiang Resort according to law and organizing their implementation;
(four) in accordance with the provisions of this Ordinance, the implementation of administrative penalties for illegal acts;
(five) to coordinate and cooperate with the work of the branches and agencies of the relevant competent departments stationed in Hu Xiang Resort;
(6) Other duties authorized by Xiaoshan District People's Government according to law. Article 5 The relevant departments of Xiaoshan District People's Government, such as tourism, public security, taxation, transportation, market supervision and management, the municipal port and shipping administration, and the town people's government and sub-district offices in Hu Xiang Resort shall perform their respective duties, establish an information sharing mechanism, and do a good job in the management of Hu Xiang Resort. Article 6 The Municipal People's Government shall establish a coordination mechanism for the protection, construction and management of Hu Xiang Resort, and make overall plans to solve major problems in the protection, construction and management of Hu Xiang Resort. Xiaoshan District and Binjiang District shall establish a working mechanism of regular communication and consultation. Article 7 The resort management committee shall organize the formulation of standards for tourism and holiday services, build an information service platform, monitor real-time tourism data, release tourism service information, and disclose information such as management regulations, management measures and procedures for the convenience of the public.
The resort management committee shall establish a tourist complaint system, publicize the complaint methods and accept tourists' complaints. Article 8 The overall planning and regulatory detailed planning of Hu Xiang Resort shall be organized by the municipal competent department of urban and rural planning in conjunction with Xiaoshan District People's Government and the Resort Management Committee, and submitted for approval in accordance with relevant regulations. The overall planning and regulatory detailed planning of Hu Xiang Resort are collectively called Hu Xiang Resort Planning.
The legally approved planning of Hu Xiang Resort is the basis for the protection, construction and management of Hu Xiang Resort, and any unit or individual shall abide by it.
The modification of Hu Xiang resort planning shall be carried out in accordance with the modification conditions and procedures stipulated by laws and regulations, and shall be examined and approved in accordance with the original examination and approval authority. Ninth Hu Xiang resort planning shall meet the following requirements:
(a) in accordance with the provisions of relevant laws and regulations;
(two) in line with the requirements of the overall urban planning of Hangzhou, the overall land use planning of Hangzhou, the red line of ecological protection in Hangzhou, and the environmental function zoning of Hangzhou, and connected with the relevant regional planning;
(three) adhere to the priority of protection, rational use of drinking water sources, coastal resources, to prevent environmental pollution;
(4) Adhere to land conservation and intensive development. Article 10 The overall planning of Hu Xiang Resort shall determine the scope of core protected areas, construction control areas and style coordination areas, limit the intensity of land use and construction scale, and coordinate the relationship between the protection and construction of Hu Xiang Resort and urban and rural development and residents' life.
The resort management committee shall, according to the approved master plan of Hu Xiang resort, set up boundary markers at the boundary between the core protected area and the construction control area. Eleventh in addition to the following items, no other construction shall be carried out in the core protected areas:
(a) cultural relics protection, cultural display, landscape maintenance and environmental improvement projects;
(two) flood control and drainage, dredging, water conservancy facilities maintenance, hydrological and water quality monitoring facilities, meteorological monitoring facilities;
(3) Waterways and port facilities, bridges and tunnels across lakes (rivers), and water traffic safety facilities;
(4) Residential decoration;
(five) roads and municipal infrastructure projects that meet the planning requirements of Hu Xiang Resort.
In the construction control area, the plot ratio and building density should be reasonably controlled to ensure the rational development of resources with the green rate.
The site selection, layout, height, volume, shape, style and color of the construction projects in the construction control area and the style coordination area shall be in harmony with the landscape and environment of Hu Xiang Resort.
Hu Xiang resort existing legal construction projects do not meet the requirements of the preceding paragraph, Xiaoshan District People's Government shall organize and coordinate, and urge the rectification. Twelfth Hu Xiang resort should be in accordance with the provisions of the national industrial structure adjustment guidance catalogue, clear industrial policy orientation, the implementation of national and provincial industrial policies to determine the project industry access standards.
Hu Xiang Resort encourages the development of the following industries:
(a) tourism, exhibition, accommodation and catering industry;
(2) Entertainment, leisure, health and sports industries;
(three) science and technology, finance, culture, performing arts, education, film and television industry;
(four) other industries that meet the planning requirements of Hu Xiang Resort.
Investment projects entering Hu Xiang Resort shall conform to the national and provincial industrial policies and the planning requirements of Hu Xiang Resort. It is forbidden to develop industries with backward technology, high resource consumption and serious pollution in Hu Xiang Resort.
If the existing industrial projects in Hu Xiang Resort do not conform to the provisions of the preceding paragraph, they shall be gradually relocated according to law.
