1. Water conservancy projects such as reservoirs, dams and dikes, and their ancillary facilities, as well as trees and turf for dike protection, are all related to flood control safety, so they must be strictly protected and are not allowed to be destroyed.
2. It is forbidden for any unit or individual to fry fish, poisonous fish and electric fish in all waters such as reservoirs, lakes and rivers, so as to protect the safety of water conservancy projects and aquatic resources.
3. The scope of safety management and dike protection must be specified for reservoirs and other water conservancy projects. In dams and within the prescribed safety management scope and berm, activities that endanger water conservancy projects, such as deforestation, dike breaking, burrowing and burial, building houses in kilns, reclamation and grazing, and soil blasting, are strictly prohibited.
