As early as the Five Dynasties and Ten Kingdoms period, Shanwei belonged to Zhenzhou. Until the Yuan Dynasty, the Shanwei area belonged to Huizhou Road, Guangdong Road, Xingzhongshu Province, Jiangxi Province. In December 1958, it was placed under the jurisdiction of the Shantou District Commissioner's Office; in September 1983, it was placed under the jurisdiction of the Huiyang District Commissioner's Office. In January 1988, with the approval of the State Council, prefecture-level Shanwei City was established in the administrative areas of the original Haifeng and Lufeng counties.
In 1995, with the approval of the State Council, Lufeng County was removed from the county and established as a county-level city, under the direct jurisdiction of the provincial government and entrusted to the Shanwei Municipal People's Government.
