Jiangyin withdrew from the county and set up a city.
Jiangyin County withdrew from the county to build a city, which is a reference for Hai 'an County!
After the Third Plenary Session of the Eleventh Central Committee, Jiangyin's economy continued to grow. From 1985, the county's regional GDP reached166.7 billion yuan, and the budgeted fiscal revenue reached 244 million yuan, 3.8 times and 2.7 times of 1978 respectively. However, Jiangyin's economy is dominated by industry, and the sales of raw and auxiliary materials and products are "at both ends", which determines that Jiangyin's economic development cannot be separated from horizontal integration. Jiangyin is a county-level organizational system. Compared with the cities established at the city level, they are limited by five aspects: less, lower, hard, soft and small, that is, less participation in national and provincial conferences and activities, less information on economic development and time lag; Low popularity leads to low trust; When contacting the relevant departments of the central government and the province for support, it is difficult to say, handle affairs and solve problems; The brands of enterprises and products are relatively soft, and many products of the same quality can only be branded with Wuxi and Shanghai; External introduction and internal connection have little attraction. These factors obviously restrict the further development of Jiangyin's economy.
1986 document No.46 of the State Council approved the report of the Ministry of Civil Affairs on adjusting the criteria for establishing a city and the conditions for leading cities and counties. The "Report" clearly States: "In counties with a total population of more than 500,000, the non-agricultural population of the towns where the county people's governments are located is generally more than 654.38+200,000, and the annual gross national product is more than 400 million yuan, so it is possible to set up cities and withdraw counties." 1985, the total population of Jiangyin County reached10.26 million, the GDP of Chengjiang Town, Paotai and Xijiao Township, where the county government is located, exceeded 400 million yuan, and the non-agricultural population reached 14 1700, which fully met the above conditions for withdrawing the county and setting up a city.
At that time, Changshu, whose population size and economic development level were close to Jiangyin, had withdrawn from the county and set up a city. On May 24th, 1985, Jiangyin sent an investigation team to Changshu for investigation. The advantages of Changshu after the county was withdrawn in June 1983 and 10 were summarized as "one high, two wide and three smooth". "One high" means high specifications, and it can enjoy municipal treatment, which is conducive to up-and-down integration and horizontal integration. "Two widths" means a wide policy, which is conducive to enhancing stamina and strength. First, separate planning can reduce the deduction at the intermediate level of finance, increase the proportion of fiscal revenue, increase the amount of special funds, easily obtain provincial financial support, and the fiscal revenue task is relatively light; Second, the proportion of local tax revenue has increased; Third, the standard of non-staple food subsidies can be raised. For example, the meat sticker standard for urban residents is 2.50 yuan per person per month at the municipal level, while only 2 yuan is at the county level. "Three Shun" means that the system is smooth, which is conducive to unified planning and speeding up urban construction.
The Jiangyin County Party Committee and the county government widely listened to the opinions of all parties, carefully studied and agreed that the establishment of Jiangyin City is conducive to accelerating the pace of economic development; It is conducive to giving full play to the advantages of the Yangtze River and speeding up port construction; It is conducive to opening to the outside world and accelerating the development of foreign trade production; Conducive to horizontal economic integration and further enhance development potential; Conducive to urban construction and promoting urban-rural integration; It is conducive to strengthening the construction of spiritual civilization and prospering social undertakings.
On June 30th, 1986, Jiangyin County Government formally submitted the Report on Setting up a City in Jiangyin County to Wuxi Municipal Government, focusing on the significance and existing conditions of setting up a city in Jiangyin County. On September 10, the Wuxi municipal government submitted the "Request for Instructions on Planning to Withdraw Jiangyin County to Establish a City" to the Jiangsu Provincial Government, and put forward two opinions: First, Jiangyin County will still be led by Wuxi City after it is changed into a county-level city; The second is to cancel the establishment of Chengjiang Town, Paotai Township and Xijiao Township. Jiangyin City now governs "one town and two townships", and there are sub-district offices in the urban area as agencies of the municipal government. On March 4th, 1987, the Jiangsu provincial government reported to the State Council with the "Request for Instructions on Revoking the Establishment of Jiangyin City in Jiangyin County" and agreed with the opinions put forward by the Wuxi Municipal Government. On April 6th, the Ministry of Civil Affairs reported to the State Council for approval.
At 5: 30 pm on the same day that the Ministry of Civil Affairs reported to the State Council for approval, Qiao Shi, then Secretary of the Secretariat of the CPC Central Committee and Vice Premier of the State Council, listened to the special report of Jiangyin City Reporting Group on the work of withdrawing counties from Beijing and setting up a city in Zhongnanhai Office. The report team said that the total industrial and agricultural output value of Jiangyin 1986 was 51180,000 yuan, and 1987 made efforts to reach 6 billion yuan, with good momentum and great hope. Qiao Shi said: "There is great hope, which is more beneficial to economic development." . Hearing that Jiangyin 1.986 earned foreign exchange1.300 million US dollars, and 1.987 will break through 200 million US dollars and strive to double it, Qiao Shi said happily: "A county can earn so much foreign exchange, which is promising. Earning foreign exchange, you are now a county, and you will be called a city in the future, making greater contributions. " The delegation told Qiao Shi that "it is the common aspiration of Jiangyin people to set up a city from the county", and Qiao Shi readily stated: "I will call your city next time!" Everyone was very happy to hear that. Unconsciously, half an hour passed, and Jiangyin's report team on Beijing's work from the county to the city completed an important report to the national leaders in a natural and relaxed atmosphere.
At the same time, preparations for Jiangyin to withdraw from the county and set up a city are also being carried out in an orderly manner. From April 16, the county party committee and the county government formed a research group, and visited Zhejiang, Fujian and eight cities in the province nonstop, and formed a research report on five issues, such as the urban system, the establishment of municipal institutions, and several tasks that must be done well at present, and put forward a set of operable and constructive opinions, which laid a solid foundation for a series of work to be carried out after Jiangyin withdrew from the county and set up the city.
1On April 23rd, 987, the State Council made the Reply on the Cancellation of Jiangyin County and the Establishment of Jiangyin City in Jiangsu Province, agreeing to cancel Jiangyin County and establish Jiangyin City (county level). The original administrative area of Jiangyin County was Jiangyin City. This "Reply" was also copied to the Party Central Committee, the State Council, relevant departments of the Central Military Commission and other relevant units.
On July 27th, the Third Session of the Standing Committee of the Tenth National People's Congress of Jiangyin County deliberated and adopted the Report on Revoking the Establishment of Jiangyin City in Jiangyin County made by Xu Zuyuan, the county magistrate, and made decisions on important matters such as the renaming of the Standing Committee of Jiangyin County People's Congress, the county government, the county procuratorate and the court according to the relevant decisions of the Standing Committee of Wuxi Municipal People's Congress. On August 1 day, the inaugural meeting of Jiangyin City was held in Changjiang Theater. Nearly 100 people, including the provincial government, leading party and government officials in Suzhou, Wuxi and Changzhou, and leading officials in Jiangyin, were invited to attend the meeting and took their seats on the rostrum. Party and government organs, mass organizations and representatives from all walks of life in Jiangyin City1more than 200 people attended the meeting.
Jiangyin began in the Western Jin Dynasty (AD 28 1) to 1987, and the history of establishing a county 1706. The establishment of Jiangyin City means the end of the history of Jiangyin County.
Jiangyin's withdrawal from the county to set up a city attracted dozens of domestic media reports: People's Daily reported that "Jiangyin County in Jiangsu Province was officially changed to Jiangyin City, becoming the 354th city in China". The front page of Xinhua Daily reported that Jiangyin City was established yesterday. Yang Yanyong, Vice Governor, Deng Hongxun, Secretary of Wuxi Municipal Party Committee, and Wu Donghua, Mayor, made a special trip to Jiangyin to express their congratulations on behalf of the provincial party committee, the provincial government, the municipal party committee and the municipal government. Wuxi Daily published an editorial saying that the establishment of Jiangyin City "marks the historical progress of Jiangyin's social economy, opens a new chapter in Jiangyin's historical development, and has important practical significance and far-reaching historical significance for better describing Jiangyin's development blueprint. This is a major event in the political and economic life of Jiangyin people, and it is also a major event in Wuxi! "
Definition of prefecture-level cities
The administrative division level is equivalent to a city at the level of an autonomous region or autonomous prefecture. Prefecture-level cities are provincial cities, which are divided into municipal districts, counties, autonomous counties, banners and autonomous banners. They often manage county-level cities and form a "city governing the city", which has caused great controversy.
There are several kinds of prefecture-level cities: 1. Prefecture-level cities governing counties are the mainstream at present.
2. Regardless of the prefecture-level city of the county, there are two situations here.
2. 1 A city divided into districts, such as Jiayuguan.
2.2 Cities without districts are directly under the jurisdiction of townships, such as Dongguan and Zhongshan, commonly known as Zhitong City.
Comparison of Several Approximate Concepts
1 Cities at prefecture level and above
According to the Constitution of 1982, the mainland implements a three-level local administrative division system at the provincial, county and township levels, and only larger cities can administer counties. However, after the implementation of the Constitution, many cities began to administer counties. They are not "big" in natural form, nor are they "big cities" approved by the State Council.
2 prefecture-level cities and cities with districts
A city divided into districts is a legal term, which is basically equivalent to a prefecture-level city, but a few prefecture-level cities have no districts.
3 prefecture-level cities and sub-provincial cities
Prefecture-level cities are from the level of administrative divisions, and sub-provincial cities are from the level of leadership, so sub-provincial cities also belong to prefecture-level cities in a broad sense.
Four prefecture-level cities and cities with separate plans
Cities with separate plans enjoy provincial economic management authority, and the administrative division level has not changed, so cities with separate plans also belong to prefecture-level cities.
Legal dispute
Whether prefecture-level cities belong to larger cities in the constitution is controversial, and the mainstream view is not, so there is a dispute that prefecture-level cities govern counties unconstitutional.
Reform direction
According to the reform direction of "merging provinces and counties, directly administering counties", prefecture-level cities should gradually abolish the jurisdiction over counties and form prefecture-level cities and counties directly under provinces and autonomous regions.
At the end of 2002, there were 332 prefecture-level administrative divisions in Chinese mainland, including 275 prefecture-level cities.
County-level city: the administrative division level is equivalent to the county seat.
There are two kinds of county-level cities, which can be upgraded from towns or reformed from counties. The former is a small area, which is generally a suitable city, while the latter is a large area. Since the 1980s, with the development of industrialization, the pace of urbanization in China has been rapid, and most of the "cities" have been established by withdrawing counties and setting up cities.
In Taiwan Province Province, there are "cities" which belong to the administrative divisions under the jurisdiction of counties.
In short, the national level is equivalent to a province directly under the central government, the prefecture-level city is equivalent to a city, and the larger districts and counties are equivalent to county-level cities.
