The drug approval number is a symbol of the legality of drug production. The "Drug Administration Law" stipulates that the production of drugs "must be approved by the drug regulatory department of the State Council and issued a drug approval number." Due to historical reasons, the formats of approval numbers for currently marketed drugs are different. This situation is not conducive to unified management and supervision. In order to strengthen the management of drug approval numbers, in accordance with the requirements of the State Food and Drug Administration's "Notice on the Uniform Renewal of Drug Approval Numbers" (SFDA Note [2001] No. 582), new drug approvals are now standardized. The format of the document number will be uniformly issued to drugs that have been legally produced by drug manufacturers across the country in the near future. The relevant matters are now notified as follows:
1. The format of the drug approval number: the Chinese drug approval number + 1 letter + 8 digits, the trial production drug approval number format: the Chinese drug approval number + 1 letter + 8 digits number.
The letter "H" is used for chemical drugs, the letter "Z" is used for traditional Chinese medicine, the letter "B" is used for health care drugs that have been rectified by the State Food and Drug Administration, the letter "S" is used for biological products, and the letter "S" is used for in vitro chemical diagnostic reagents Use the letter "T", pharmaceutical excipients use the letter "F", and imported subpackaged drugs use the letter "J". The first and second digits of the number are the source codes of the original approval number, where "10" represents drugs approved by the original Ministry of Health, and "19" and "20" represent drugs approved by the State Food and Drug Administration before January 1, 2002. , and others using the first two digits of the provincial administrative division code (see Appendix 1) are drugs approved by the original provincial health administrative departments. The 3rd and 4th digits are the last two digits of the year in which the approval number was renewed, but the approval numbers from the Ministry of Health and the State Food and Drug Administration still use the last two digits of the original number. The 5th to 8th digits of the number are the sequence number.

2. Each specification of each drug will be issued an approval number. Except for the entrusted production and off-site processing of drugs approved by the State Food and Drug Administration, different manufacturers of the same drug will issue different drug approval numbers.
3. New drugs, generic drugs approved for production after January 1, 2002, and drugs upgraded to national standards through local standard rectification or re-evaluation will all use the new drug approval number format.
4. For the "Import Drug Registration Certificate" for chemicals approved and issued after January 1, 2002, the format of the registration number has also been partially changed, in which the letter "X" has been changed to "H" , other parts remain unchanged. The registration certificate number in the old format that has been issued will be replaced by the new format when the "Imported Drug Registration Certificate" is renewed.
5. After the drug approval number and the import drug registration certificate number of chemical drugs are renewed, the packaging labels printed with the original format approval number and registration certificate number are prohibited from circulation and use after June 30, 2003. .

1. All drug approval numbers issued by the original Ministry of Health will be uniformly changed to the corresponding category with the word "National Drug Approval (Trial)", and the first two digits are "10" ", the 3rd and 4th digits are the last two digits of the year of the original approval number, and the last 4 digits of the sequence number have been rearranged. For example: "National Drug Approval Number (1997) X-01 (1)" was changed to "National Drug Approval Number H10970001".
2. Drug approval numbers issued by the State Food and Drug Administration before December 31, 2001, if they are different from the new approval number format, will also be uniformly renewed according to the new format. If the original year is "1998" or "1999", the first and second digits after the replacement will be "19"; if the original year is "2000" or "2001", the first and second digits after the replacement will be "20". The 3rd and 4th digits remain the last two digits of the year of the original approval number.

For example, the original chemical drug "Jingwei Drug Approval No. (1996) No. 000001" was changed to "National Drug Approval No. H11020001". The meanings of the letters and numbers are: "H" is a chemical drug, " "11" is the first two digits of Beijing's administrative division code, "02" is the last two digits of 2002, the year of renewal, and "0001" is the new sequence number.
Drugs that have been upgraded to national drug standards through local standard rectification or re-evaluation are now local drug approval numbers, or have been changed to national drug approval numbers such as XF00000000, but are different from the new approval number format , the province code should also be added according to the above requirements for unified replacement. After the TCM drug approval number is renewed, the prefix “ZZ××××-” will no longer be used.
