Article 2 The term "enterprise credit information" as mentioned in these Measures refers to the records related to the credit status of enterprises generated by administrative organs and organizations with the function of managing public affairs according to law, and the records collected by municipal social credit service institutions according to law to reflect the credit status of enterprises. Article 3 These Measures shall apply to the collection, collation, disclosure and use of credit information of enterprises and individual industrial and commercial households (hereinafter referred to as enterprise credit information) registered by the administrative departments for industry and commerce of cities and counties (cities, districts). The collection, collation, disclosure and use of credit information of enterprises registered in the administrative departments for industry and commerce at or above the provincial level by the municipal administrative organs of this Municipality and organizations with the functions of managing public affairs according to law shall be implemented in accordance with these measures. Article 4 The management of enterprise credit information shall follow the principles of objectivity, justice and fairness, ensure the timeliness, accuracy, legality and integrity of credit information, and shall not infringe on the business secrets of enterprises. Fifth social credit service institutions established by the Municipal People's Government shall be responsible for the collection, collation, disclosure and use of enterprise credit information. Article 6 Enterprises are encouraged to establish an internal credit management system to prevent their own risks and promote honest transactions between enterprises. Chapter II Collection and Arrangement of Enterprise Credit Information Article 7 This Municipality shall establish a unified enterprise credit information database and credit website. Article 8 The following units shall provide enterprise credit information to the municipal social credit service institutions in accordance with regulations:

(1) Municipal administration of industry and commerce, taxation, quality and technical supervision, health, food and drug supervision, state-owned assets, development and reform, labor and social security, finance, auditing, prices, statistics, transportation, public security, construction, civil affairs, safety production supervision, coal, land and resources, municipal administration, etc.

(2) the municipal organization that holds the credit information of the enterprise and has the function of managing public affairs according to law;

(3) public utilities such as water supply, power supply, gas supply and heating. Article 9 The municipal administrative organs stipulated in Items (1) and (2) of the preceding article and the organizations that have the functions of managing public affairs according to law (hereinafter referred to as administrative organs) shall summarize the enterprise credit information held by the corresponding county (city, district) administrative organs and provide them to the municipal social credit service institutions in a unified way. The specific contents and methods of providing credit information shall be implemented in accordance with the provisions of the municipal social credit service institutions. Tenth financial supervision and management institutions, enterprises, industry associations, social intermediary institutions and other organizations provide enterprise credit information in the way agreed with the municipal social credit service institutions. Article 11 An enterprise credit information provider shall ensure the timeliness, accuracy, legality and completeness of the information provided, and shall not provide false information that it knows or should know. The enterprise credit information provider shall provide enterprise credit information on a regular basis in accordance with the provisions; Information that has a significant impact on enterprise credit shall be provided by the provider in a timely manner. Twelfth municipal social credit service institutions shall sort out the collected enterprise credit information, manage it according to the enterprise ownership form, industry and information attribute, and ensure the information security. Article 13 The following information shall be recorded in the basic information of the enterprise:

(1) Basic information of registration in industrial and commercial registration;

(2) organization code;

(3) Special administrative license;

(4) qualification grade;

(5) Other basic information about the enterprise. Article 14 the following information shall be recorded in the credit information of the enterprise:

(1) The enterprise is rated as "abiding by contracts and valuing credit";

(2) The enterprise is commended or rewarded, or the legal representative is commended or rewarded related to the enterprise;

(3) the enterprise trademark is recognized as "China well-known trademark" or provincial famous trademark;

(4) The enterprise has won the quality management award at or above the municipal level;

(5) The product is included in the national or provincial inspection-free scope;

(6) being rated as a-level tax credit rating by the tax authorities;

(7) debt performance and tax payment;

(8) the employment, wage payment and social insurance premium payment of enterprises;

(9) the operation and financial status of the enterprise;

(1) failing to pass the special or regular inspection conducted by the administrative organ according to law;

(11) being subject to a relatively large amount of fine, confiscation of illegal income, confiscation of illegal property, order to stop production or business, or revocation of license, etc. related to the production and operation of the enterprise;

(12) major quality and safety accidents occur in the enterprise;

(13) being punished by the financial and auditing organs for violating financial laws, regulations and rules;

(14) the legal representative or principal responsible person of the enterprise is investigated for criminal responsibility related to the enterprise;

(15) the execution of effective judgment documents or arbitral awards;

(XVI) other information about enterprise credit. Fifteenth enterprise credit information in the process of collection and transmission, should abide by the provisions of the state on computer information security protection.
