The first step is product testing.

Because since 2005, Saudi Arabia has not had mandatory EMC electromagnetic compatibility testing requirements, so when testing live products, you don’t need to consider EMC electromagnetic compatibility. You only need to do the safety part of the test. That is, the LVD testing part of the CE certification is enough (of course, if the Saudi customers have this requirement, then there is no choice but to do it according to the customer's requirements.) If your product has already undergone other certifications, such as UL , TUV, GS, etc., as long as the test items can meet Saudi safety requirements and the power frequency is 60HZ, then the test report for this certification can be fully accepted and there is no need to write a difference report. However, the report date cannot exceed 3 years. If the customer's product is CE certified, then the CE certified LVD test report depends on the testing agency, because CE certification is currently relatively poor, and not all agency reports are acceptable. The CE certified test report must have ISO17025 Only those issued by a qualified organization will be accepted. When submitting the application, the ISO17025 qualification certificate of the organization should also be attached. If the customer's product has undergone CCC certification, his report can be accepted, but not completely, because the power frequency in China is 50hz and Saudi Arabia is 60HZ, which is unacceptable. The power frequency test and frequency test must be done again. Afterwards, the report is fully acceptable. In addition, if your product is not electrified, such as some simple auto parts, daily necessities, or simple metal shelves (hardware products), then you can consider using the factory's internal test report + the factory's ISO9001 certificate or TS16949 certificate to replace the third party The test report, if it is an auto parts, must use the TS16949 system certificate + factory internal test report before it can be accepted. Otherwise it is unacceptable! With the above test report, you can proceed to the next step:

Step 2: Apply for pre-shipment inspection. (Our company is exempt from inspection when applying for SASO certificates)

Applying for pre-shipment inspection is the most critical step in the entire certification process. Many people do not know how to apply for pre-shipment inspection. Then let me explain to you in detail what you need to prepare before inspection (in fact, there is not much information to apply for inspection, but the content requirements are relatively strict)

The information required to apply for pre-shipment inspection: product testing Report (safety part), inspection application form, declaration of conformity, product photos, packaging box photos, packing list, invoice. This is the necessary information for applying for pre-shipment inspection, and nothing less will be enough. Among these documents, product photos and packaging photos are the most difficult to prepare. Don’t think it is as simple as just taking a photo. There are requirements for this photo. .

The mark must be visible in the product photos taken, and this mark also has requirements. The words on the mark must be printed, molded, sprayed, or engraved, or even neatly. If you write it down, you can’t put a sticker on it, or simply put a piece of sticker on it. If the label is made of stickers, it looks like it’s printed in batches, and it can’t be the kind that can be dealt with casually. This one is very disappointing. Exporters have a headache because the requirements are too strict, and the product’s markings must include: product name, model specifications, voltage, frequency, place of origin (made in china), exporter’s name or manufacturer’s name or importer’s name or their trademark this information. If it is a non-charged product, the mark must include: product name, model specifications, place of origin (MADE IN CHINA), exporter's name or manufacturer's name or importer's name or their trademarks. After completing the above steps, there will basically be no big problems with product labels.

After processing the product photos, let’s talk about the packaging photos. Similarly, the photos of the packaging box also have specific requirements. The packaging photos must also be able to see the mark, and this mark also has requirements. The words on the mark must be printed, molded, sprayed, or engraved, and they can even be neat. It must be written on it, but no stickers are allowed. It must be printed on the packaging box, or printed on the packaging box with a seal. After processing the packaging photos and submitting the above information, you can basically pass the information review in one go. After the information is accepted, the certification agency will arrange for inspection. During the inspection, the inspector generally will not test the quality of the product on site. The work the inspector does is relatively simple, just to check the appearance of the product and packaging. Just check the labels and marks of the product and packaging, click on the product quantity, and take a photo of the inspected goods.

At the inspection site, the inspector will usually give an inspection conclusion to the person in charge present. The person in charge accompanying the inspection must clearly read the inspection conclusion on the inspection conclusion sheet. Generally, there are three Situations: Satisfied, Reserved, Dissatisfied. If it is satisfactory, it means that the inspection went smoothly, very satisfied, and passed. If it is a reservation, he will write down the reasons for the reservation. You must understand why you have reservations about this article. (If your products and packaging are made according to the above requirements, there will basically be no problem.) For example, when inspecting electronic products, if there is no mark in Saudi Arabia on the product or packaging, it will basically be written Reserve your opinion, so don’t worry about this one, it can generally be ignored. If you have reservations due to other reasons, you should ask clearly, and if they can be rectified, they will be rectified on the spot. If it is too late to make corrections on site, you can take additional photos and submit them to the certification center after making corrections. If the certificate issuance center accepts it, the certificate can still be issued. If the inspection conclusion is unsatisfactory, it means that the inspection failed and the inspection report cannot be accepted, which means that the certificate cannot be issued.

After the above steps, the entire application and inspection are basically completed. At this time, we are waiting for the issuing agency to issue the certificate. After receiving the inspection report from the inspector, the issuing center The SASO-COC certificate will be issued based on the actual situation. Before issuing the certificate, the issuing center will give you a draft certificate. After the exporter confirms that it is correct, the original SASO-COC certificate will be issued. If the draft certificate is found to be incorrect , you need to point out the errors and tell you how to modify them, and then the issuing center will give you a revised draft certificate. After confirming that there are no errors, the issuing center will issue the original SASO-COC certificate. After the exporter receives the certificate, he will send the SASO-COC certificate to the picker in Saudi Arabia and then clear customs. This is the entire SASO-COC certification process. This COC certificate is one-time use. You must apply for this COC certificate every time you clear customs for shipment.

SASO does not have a certificate. This statement is wrong. SASO certification does have a certificate. After inspecting the goods, what the issuing agency issues to the exporter is a real COC customs clearance certificate, not a report. Do not mislead the customer on this point.

Secondly, Some people describe the CO document issued by the Council for the Promotion of International Trade as a one-time SASO certificate. This is also wrong. The CO document issued by the Council for the Promotion of International Trade is only one type of foreign trade document, not a SASO-COC certificate. The Council for the Promotion of International Trade has not obtained the issuance of a SASO certificate. -Authorization of COC certificate. Don't mislead your guests on this point. Of course, Saudi Arabia has a relatively good relationship with China. When some products are shipped to Saudi Arabia, the CO issued by the Council for the Promotion of International Trade can be cleared through customs after being signed by the embassy. However, there is a prerequisite here, because the Council for the Promotion of International Trade does not verify product quality. It should be said that it does not verify the product. Verification and control of any nature is carried out, so there are often many inferior products flooding them. Therefore, Saudi Customs is still more concerned about customs clearance certificates. In other words, Saudi Customs will increase the proportion of random inspections on products cleared by exporters with CO certificates issued by the Council for the Promotion of International Trade. . Therefore, the risk is much higher. I would like to remind everyone to pay attention. Currently, the only port that does not require customs clearance certificates is the Port of Jeddah. In addition, some customers often say they want to get a long-term SASO certificate and are afraid of trouble. In fact, the customer does not know that no matter which mode he applies for, the final customs clearance will be a one-time COC certificate. Why, let me explain in detail below:

For example: application registration mode. When customers apply for this model, they must first submit samples to the testing agency for testing. After the product is tested, they will then take the test report for registration. Finally, the issuing agency will issue a registration certificate to the applicant, but this certificate cannot be used directly. For customs clearance, when shipping, you need to submit the packing list invoice and registration certificate to the certification agency, and then the certification agency arranges for inspection before shipment. After inspecting the goods, the certification agency issues a one-time COC certificate to the certification agency. Exporters,

For example: in the form approval model, after the customer conducts product testing and factory inspection, the issuing agency issues a form approval certificate to the applicant. This certificate cannot be directly used for customs clearance. Every time the applicant wants to ship goods, the packing list invoice and form approval certificate need to be issued to the certification agency. The certification agency will make a decision whether to inspect the goods based on the actual situation. If inspection is not required, the certification agency will directly Issue a COC for customs clearance to the exporter. So at this time, only the certificate fee will be charged, and no inspection fee will be charged.

In view of the above models, in fact, the final COC certificates used for customs clearance are one-time COC certificates.

There are also some products that are a bit special for SASO. It is not fully acceptable to provide a test report to apply for inspection. During the inspection, samples must be taken for testing. Only if they are qualified will a certificate be issued. Therefore, when dealing with such products, you must not ship them first, but must obtain the certificate before sailing.
