Article 3 The Provincial People's Government shall strengthen the organization and leadership of the construction of pilot areas, decide on major issues in the construction of pilot areas, and establish an assessment and evaluation mechanism.
The Provincial People's Government's leading agency for promoting the construction of pilot areas is responsible for the guidance, supervision, promotion and coordination of the construction of pilot areas, and studies major issues in the construction of pilot areas.
Relevant departments of the Provincial People's Government shall be responsible for the specific guidance, coordination and service of the construction of the pilot area according to the division of responsibilities. Article 4: Establish a management agency in the pilot area. The management agency is a statutory body that performs corresponding administrative management and public service responsibilities in the pilot area. It is specifically responsible for the comprehensive coordination, development and construction, operation management, industrial development, investment promotion, institutional innovation, enterprise services, etc. of the pilot area. In accordance with the principle of simplicity and efficiency, the management agency of the pilot area shall independently determine the organizational structure, position setting, personnel recruitment, salary standards, etc. within the scope of the total salary, except for personnel appointed in accordance with relevant regulations.
Senior managers and other staff of the pilot zone management agencies may be recruited from abroad. Article 5 The management agency of the pilot zone may establish a development and operation company in accordance with the law, entrust the development and operation company to be responsible for the construction and operation of industrial investment, infrastructure and public service facilities in the pilot zone, and participate in the organization and implementation of park management services. Article 6 The Qionghai Municipal People's Government and its relevant departments are responsible for exercising the social management functions of the pilot area, and the specific scope shall be stipulated by the Provincial People's Government.
The Qionghai Municipal People's Government and its relevant departments should support the development of the pilot area in terms of planning preparation, investment promotion, infrastructure construction, institutional innovation, and policy implementation. Article 7 The provincial and Qionghai Municipal People's Governments and their relevant departments shall delegate relevant management authority to other parties in accordance with the law or entrust the pilot zone management agencies to exercise it.
For management powers that are not suitable for delegation or entrustment, the relevant departments of the provincial and Qionghai Municipal People's Government may establish resident agencies in the pilot areas in accordance with regulations.
Relevant departments of the Provincial People's Government, pilot area management agencies, and area-based agencies should clarify the management authority in the pilot area, prepare a list of powers and responsibilities in accordance with the law, and publish it to the public after approval. Chapter 2 Development and Construction Article 8 The management agency of the pilot area is responsible for organizing the preparation of detailed regulatory plans and industrial development plans for the pilot area, which will be implemented after approval.
Relevant planning for the surrounding areas of the pilot zone should be connected with the detailed regulatory planning and industrial development plan of the pilot zone. Article 9 The pilot zone shall strictly implement the ecological environment protection system and ecological protection red line management system, strictly implement resource conservation and utilization and environmental access thresholds, improve ecological environment protection infrastructure and measures, and adhere to green, low-carbon and cyclic development. Article 10: The pilot zone shall strengthen the overall planning and simultaneous construction of infrastructure such as road networks, power grids, optical networks, gas networks, water networks, production and living supporting services, and promote the integrated development of industry and cities.
The Qionghai Municipal People’s Government and the pilot area management agency should establish a development and construction coordination mechanism to coordinate the construction and management of infrastructure, public service facilities and other supporting facilities in the pilot area and surrounding areas, and promote regional Integrated layout and coordinated development. Article 11 The Provincial People's Government shall provide financial support to the pilot areas through bond funds, special funds, subsidies and other means. Article 12 The land use in the pilot area shall comply with the detailed regulatory planning and industrial development needs of the pilot area, implement a strict system of economical and intensive land use, and improve land use efficiency. Article 13 The Provincial People's Government shall make overall arrangements for the annual new construction land planning indicators in the pilot areas, and give priority to ensuring the annual new construction land planning indicators for key industries and key projects.
In the pilot area, flexible and diverse methods of land supply can be adopted, such as allocation, transfer, leasing, price contribution or equity participation.
Rural collective commercial construction land is allowed to be used for industrial project construction through transfer, lease, price contribution or equity participation. Article 14 The industrial buildings, offices, businesses, apartments, parking spaces and other properties that are assets of the management agency of the pilot zone and are built on the land supplied by the pilot zone for a fee shall be used for industrial support and public services in the pilot zone. Facilities, talent housing, etc. Chapter 3 Industrial Development Article 15: Support the provision of public hospital brands, trademarks, patents, technology, services, management, etc. in the form of franchises to medical institutions in the pilot areas for use, and encourage public hospitals to settle in the pilot areas. Article 16: Domestic and foreign capital are encouraged to invest in medical institutions in pilot zones, and restrictions on foreign capital shareholding ratios are relaxed. Private medical institutions enjoy equal treatment with public hospitals in terms of medical service access, social insurance coverage, professional title assessment, grade review, scientific research, teaching, and discipline construction.
Support the introduction and cultivation of internationally advanced health management institutions, medical tourism health centers, third-party medical testing institutions and other medical institutions in the pilot areas.
