3. The drawings and technical documents must be correct, complete and unified;

4. The process equipment and testing methods are complete, the raw materials, fuels and main auxiliary materials are guaranteed, which meet the requirements of environmental protection and safety and hygiene, and the energy consumption index is reasonable;

5. Compared with similar products at home and abroad, they should have certain competitiveness in performance, quality, production cost and economic effect

6. New agricultural products should be popularized according to their characteristics, characteristics, quality, unit output and adaptability. Article 4 All new products to be put into mass production must be appraised. After passing the appraisal, the Bureau of Standards and the competent bureau (company) shall jointly issue a new product investment appraisal certificate (certificate for short) before applying for trademark registration. The new products of the units affiliated to the local (city) bureaus and the enterprises affiliated to the county (district) shall be appraised by the local (city) competent bureau in conjunction with the local (city) Bureau of Standards, and the qualified ones shall be awarded certificates by the local (city) Bureau of Standards and the competent bureau (company). The new products of Shedui enterprises are appraised by the county (district) competent committee and office in conjunction with the standardization department at the same level, and the appraisal results and materials are reported to the Bureau of Standards (city) and the competent bureau (company) for approval. 8. Performance and quality comparison and economic effect analysis with similar products at home and abroad;

9. Opinions of the probation unit and treatment scheme;
