What are the requirements for writing the tender documents?
(1) The tender documents must follow the principles of openness, fairness and impartiality, and potential bidders shall not be restricted or excluded with unreasonable conditions, and they shall not be discriminated against.

(2) The tender documents must follow the principle of honesty and credit, and the information provided by the tenderer to the bidders, especially the approval, funding sources and implementation of the project, must be true and reliable.

(3) The project situation and requirements introduced in the tender documents must be consistent with the contents of the prequalification documents.

(4) The contents of the tender documents should clearly reflect the scale, nature, business and technical requirements of the project, and the design drawings should be consistent with the technical specifications or requirements, so as to make the tender documents systematic, complete and accurate.

(5) The technical standards specified in the tender documents shall conform to the national mandatory standards.

(6) The tender documents shall not require or indicate specific patents, trademarks, names, designs, countries of origin, building materials, components and other suppliers, or contain other contents that tend to or exclude the bidding applicants. If it is necessary to quote the technical standards of a manufacturer and supplier to accurately or clearly explain the technical standards of the project to be tendered, the words "or equivalent" should be added after the reference.

(7) The tenderer shall specify the substantive requirements and conditions in the tender documents, and mark them in an eye-catching way.
