In terms of online registration processing, the "Ten Measures to Support the Resumption of Work and Production" pointed out that effective means such as "online processing, mobile processing, mailing processing, and appointment processing" should be fully relied on to further reduce the number of registration links, In order to reduce time and cost, special procedures will be implemented for the registration of enterprises that produce anti-epidemic supplies. For new industries and new business formats that emerge during the epidemic, business scope standards will be adjusted in a timely manner.

In terms of implementation of notification commitments, all products of enterprises that resume production and switch to production involving production licenses and compulsory certifications will be processed quickly and the approval time limit will be shortened. A notification and commitment system will be implemented for enterprises that have the production conditions but are temporarily unable to submit corresponding materials due to the long processing time. The enterprises will promise to submit additional relevant materials within the corresponding time limit and then handle the matter on the spot.

At the same time, on the premise of ensuring food safety, we will simplify the food production and business license process, promote online processing, and promote the issuance of electronic certificates for food business licenses. For newly established enterprises that apply for licenses or enterprises that apply for license changes, if on-site inspection is required, the provincial market supervision department will carry out notification commitments for low-risk food pilots based on the food safety risk classification of the region, and implement "first Post-certification investigation."

For drugs needed for epidemic prevention and control, provincial drug regulatory authorities must guide companies to rationally arrange production, fully release production capacity, and make every effort to ensure clinical supply. Implement special measures for the registration, production licensing, inspection and testing of medical devices such as medical masks and protective clothing, and merge the approval processes. Patent applications and trademark registrations involving the prevention and treatment of COVID-19 will be reviewed and processed with priority upon request. Support enterprises to carry out intellectual property pledge financing, establish a green channel for intellectual property pledge registration, support enterprises in rapid financing and loan renewal, and alleviate financial difficulties.

While resuming work and production, we must also strengthen price supervision, strictly investigate all types of arbitrary charging behavior involving enterprises, and reduce the burden on enterprises to resume work and production. Support enterprises to increase production capacity, severely crack down on illegal activities such as price gouging in the production of masks and other prevention and control materials, and maintain the stability of the market price order of machinery and equipment, raw and auxiliary materials required for the production of prevention and control materials.
