The National Technical Committee for Standardization of E-commerce Quality Management is a subsidiary of the General Administration of Quality Supervision, Inspection and Quarantine, which sets standards for all aspects of e-commerce, and Ma Yun is its deputy director. At the same time, as the largest e-commerce platform in China, Alibaba Group will become a model and participant in the formulation of e-commerce standards. As of March 3, 20 16 fiscal year, Ali Group had a turnover of 3 trillion yuan, making it the largest retailer in the world.
E-commerce quality management will have national standards.
Although the National Standards Committee has issued dozens of e-commerce related standards in recent years, there is no unified standard for commonly used e-commerce business. Therefore, it is urgent to formulate a unified e-commerce management standard. The National Technical Committee for Standardization of E-commerce Quality Management will formulate national standards around the basic universality, quality management, credit system and quality risk prevention and control of e-commerce.
Ma Yun said that standards and innovation are like two sides of Tai Chi. If they are innovative to a certain extent, they need to stop and summarize, that is, set standards. "If one day Alibaba is gone, I hope that the standards that Ali participated in will continue to exist."
According to reports, Alibaba Group, as a participant, will participate in the formulation of national e-commerce quality management standards in terms of business terms, platform commodity information release specifications, approximate brand evaluation guidelines, merchant qualification review specifications, commodity quality management guidelines, transaction dispute handling specifications, delivery receipt and return specifications, and merchant complaint business specifications.
The following is Ma Yun's speech at the inaugural meeting of the Standardization Technical Committee, which has been edited:
Standards are the fruits of promoting innovation.

With the development of e-commerce, the proportion of e-commerce in the total social retail sales in China has increased rapidly. If we take Alibaba as an example, we achieved 3 trillion annual sales a few days ago. The significance of this figure is that Alibaba's online sales have surpassed Wal-Mart, representing the peak of traditional offline retail. Just as Wal-Mart's influence on the global economy began in the retail industry, it has never been confined to the retail industry, but it has far-reaching influence. The future changes of e-commerce are not limited to Internet retailing, but will affect all aspects of social ecology. Because of this, e-commerce has come to a crossroads after its completion from scratch, and it needs to move from "non-standard" to "standard" and from children to maturity.
Simply put, standardization is to share the reasonable experience summed up by a few people in practice, so that most people can enjoy the benefits. For example, there are only two standards for electrical appliances in the world, 220 volts and 1 10 volts; Workers all over the world are the same, drawing tadpoles; Children all over the world learn to draw from three primary colors; If a standard is really important, it will become a national policy, such as nine-year compulsory education, such as family planning.
Standards and innovation are two sides of Tai Chi. Innovation must first be non-standard; Standards must be the results of promoting innovation. Standards and innovation are constantly changing. If innovation is based on the future, then the standard is to sum up the past, and "standardization" is actually a job of summing up the past and facing the future.
The performance of product qualification rate will disappear.

Enterprise itself is one of the main bodies of standardization, and enterprises should take the initiative to undertake this mission. An excellent enterprise must be an enterprise that has explored advanced standards. To evaluate an enterprise, we must not look at how much money it has earned, how much tax revenue it has contributed and how much gdp it has. One of the evaluation criteria is to see whether this enterprise has created standards that can promote industry progress and even human progress.
Standards represent the values of enterprises. On the Alibaba platform, what can be sold and what can't be sold, speculation and selling fake goods are not allowed. This is a standard and a business value. The experience and standards contributed by Alibaba may be longer than the existence of the enterprise itself 102.
The third technological revolution brought "intelligent standards". Because of the data age, the standard may no longer be a fuzzy summary of human experience, but a data analysis after machine deep learning. Such a standard will definitely be smarter.

The reference to the qualified rate of product sampling will disappear in the future. The traditional inspection method can't exhaust all the goods, so we can only take samples and calculate a qualified rate; However, after the man-machine battle of Weiqi, we all saw the possibility that computers could exhaust Weiqi. In the data age, product supervision is accurately attacked by data models of various dimensions, either with problems or without problems, and there will be no concepts such as qualified rate and counterfeit rate. In this regard, Alibaba has explored many standards in big data counterfeiting.
