(hereinafter referred to as the Certification Center) a complete application form for certification of environmental label products, documents of environmental label assurance system and relevant materials in certification requirements.

After the certification center receives the certification application materials, the product department office conducts a preliminary examination, signs a contract with the enterprise applying for certification, specifies the certification fee and annual supervision and inspection fee in the contract, and issues a Notice of Acceptance for Certification of Environmental Label Products to the enterprise.

2. The examination room of the certification center conducts document examination on the application materials, and issues document examination opinions to the enterprise, and the enterprise makes rectification according to the document examination opinions put forward by the certification center; The inspection room of the certification center determines the sampling scheme according to the enterprises and products applying for certification.

3. After the certification center receives the certification fee of the enterprise, the inspection room of the product department sends a notice to the enterprise to form an on-site inspection team, and at the same time informs the provincial and municipal environmental protection bureaus to send personnel to participate; And one week before the on-site inspection, the composition of the inspection team and the inspection plan will be formally reported to the enterprise for confirmation.

4. On-site inspection shall be conducted in accordance with the requirements of the environmental label product guarantee system and the corresponding technical requirements for environmental label product certification. For the products that need to be inspected, the inspection team is responsible for sampling and sealing the products that apply for certification, and sending them to the designated inspection agency for inspection.

5, the inspection team according to the enterprise application materials, on-site inspection, product environmental behavior inspection report to write a comprehensive evaluation report of environmental labeling products, submitted to the technical committee for review.

6. After receiving the review opinions of the technical committee, the certification center will summarize the review opinions and report them to the general manager of the certification center for approval.

7. The certification center issues environmental label certification certificates to the certified enterprises, and organizes announcements and publicity.

8. If the certified enterprise needs to be appraised, it can order from the certification center; If you have special printing requirements, you should apply to the certification center and put it on record.

9, the annual supervision and audit once a year.

B. Additional certification

1. For enterprises that need additional certification, fill in the Application Form for Additional Certification of Environmental Label Products and submit it to the Certification Center together with relevant materials;

2. Apply for new model certification of product model extension (derivation). If the controlled key parts and materials are consistent with the original product model, and the changed parts have no impact on meeting the technical requirements of environmental labeling products, an application for exemption from inspection can be filed at the same time as applying for adding items;

3. The working procedure of the certification center after receiving the certification materials is the same as that of the initial certification.

C. Certification of overseas enterprises

1. Overseas enterprises or distributors apply for environmental label product certification for products produced overseas and sold in China, fill in the Application Form for Environmental Label Product Certification (for overseas enterprises), provide materials according to the List of Certification Materials for Overseas Enterprises, and report to the certification center;

2. After the certification center receives the certification application materials, the product department office conducts a preliminary examination, signs a contract with the enterprise applying for certification, specifies the certification fee and the annual supervision and inspection fee in the contract, and issues a Notice of Acceptance for Certification of Environmental Label Products to the enterprise;

6. After receiving the evaluation opinions of the technical committee, the certification center shall summarize the evaluation opinions and report them to the general manager of the certification center for approval;

7. The certification center issues environmental label certification certificates to the certified enterprises, and organizes announcements and publicity;

8. If the certified enterprise needs to be appraised, it can order from the certification center; If you have special printing requirements, you should apply to the certification center and put it on record;

9, the annual supervision and audit once a year. Different from the annual inspection of domestic certification enterprises, during the validity period of the certificate, the market sampling inspection is added once a year.

D. Annual supervision and inspection

1. The certification center shall make an annual inspection plan according to the issuance time of the enterprise certificate and issue an annual inspection notice to the enterprise in advance. The enterprise pays the annual supervision and inspection fee according to the contract requirements, and the certification center forms an inspection team to the enterprise to conduct on-site inspection;

2. During the on-site inspection, the inspection team is responsible for sampling and sealing the products to be inspected, and sending them to the designated inspection agency for inspection;

3, the inspection team according to the enterprise materials, inspection report, product inspection report to write a comprehensive evaluation report, submitted to the certification center general manager for approval;

4, the annual supervision and inspection once a year.

E. Re-evaluation and certification
