According to the requirements of the "Notice on Clarifying the Completion Rate of Urban and Rural Community Democratic Consultation Councils and the Rules of Procedure for Consultation", neighborhood committees should organize residents' discussions and consultations no less than 4 times each year. Urban and rural community democratic consultation councils have been established in 176 villages (residentials) in the city. The rate reaches 100, which protects community residents' rights to know, make suggestions, and comment, unblock residents' discussion channels, and create a harmonious community environment. Therefore, the number of neighborhood committee residents’ discussions and consultations should be no less than four times a year.
