If a foreign-invested enterprise opens a foreign exchange account overseas, in addition to providing the above documents and information, it should also provide the foreign-invested enterprise’s foreign exchange registration certificate, IC card and a certified public accountant firm’s verification that the registered capital has been fully paid. capital verification certificate.

(2) Acceptance

2. (3) Review and decision

1. After the current account management department of the Tianjin Branch of the State Administration of Foreign Exchange accepts the application for administrative license, it shall review the application materials. If the applicant's application materials are complete and true, comply with the prescribed form, and can make a decision on the spot, the decision to approve the administrative license shall be made in writing on the spot.

2. If the foreign exchange bureau decides not to grant an administrative license, it shall state the reasons in the written decision and inform the applicant of its right to apply for administrative reconsideration to the higher level foreign exchange bureau.

3. When reviewing an application for an administrative license, the foreign exchange bureau finds that the administrative license directly involves a significant interest relationship between the applicant and others, it shall notify the applicant and interested parties, and listen to the applicant's, interests The opinions of those involved.

(4) Time limit

1. The foreign exchange bureau cannot make a decision on the spot to grant administrative license or not to grant administrative license. It shall take twenty working days from the date of accepting the application for administrative license. make decisions within. If a decision cannot be made within twenty working days, it may be extended for ten working days with the approval of the person in charge of this bureau, and the applicant shall be notified in writing of the extension period and the reasons before the expiration of the twenty working days. ?

2. According to regulations, the lower-level foreign exchange bureau must first review the lower-level foreign exchange bureau and then report it to the higher-level foreign exchange bureau for decision. The lower-level foreign exchange bureau must complete the review within 20 working days from the date of accepting the administrative license application.

After receiving the review report from the lower-level foreign exchange bureau, the superior foreign exchange bureau shall also complete the review within 20 working days and make an administrative licensing decision. ?

3. If laws and administrative regulations have other provisions on the administrative licensing period, those provisions shall prevail.
